Job Description


Construction HSE ManagerWhile acting as the client representative, provide expert technical knowledge across the various sites managed, enabling Construction Contractors to comply with all aspects of Health, Safety and Environment primarily relating to the construction activities of major hazard sites. To set-up and be responsible for the governance and process required to ensure that all projects comply with local rules and regulations as well as corporate requirements. Responsible for develop, update, and implement Construction Plans based on real time leading and lagging indicators, and work with individual site/Contractor\xe2\x80\x99s HSE Teams to ensure the Plan is adhered to and all HSE goals are met.Responsibilities:

  • Experience of working in a Health and Safety department in a customer focused organisation, proactively facilitating and leading change.
  • To develop and produce detailed policies and procedures for Health and Safety matters relating to the construction HSE
  • Undertake data analysis and benchmarking for HSE issues in all of the sites under his purview and communicating findings and recommendations within clear, coherent and concise reports.
  • To analyse HSE needs relating to the construction activity at the various sites and develop/design and potentially lead in-house seminars and training courses where deemed required
  • Provide expert technical knowledge to site HSE Managers to enable compliance of all aspects of HSE primarily
  • Monitor, report and support site HSE Managers to ensure full compliance is met to local rules and regulations, corporate HSE requirements, and any other requirements as specified in the HSE Plan
  • Support site HSE managers to ensure construction sites are established and welfare provisions are compliant with all current regulations and standards.
  • Complete regular Health and Safety compliance evaluations, inspections and audits record outputs and liaise with site HSE managers to ensure actions are completed.
  • Support the investigation of accidents, incidents and near miss events and share lessons learned to all sites under his/her purview
  • Monitor and report to client senior management the implementation of actions to prevent recurrence post incident
  • Review and interpret HSE performance data including close out of inspection and accident investigation reports, maintain accident statistics, analyse trends and propose and take remedial action where necessary
  • Implement HSE improvements and work with each site HSE Managers to develop progressive initiatives and a culture of safety which ensures zero harm.
Requirement:
  • Minimum Bachelor\xe2\x80\x99s Degree in relevant field
  • 8+ years of leadership experience in health and safety in construction-related projects
  • Deep knowledge of construction management methods, processes, and best practices
  • Excellent project and time management skills
  • Strong leadership skills and experience
  • Commitment to continuous education, improvement, and learning
  • Proficiency in Microsoft Office and HSE related software
  • Proven experience mentoring a team of safety officers.
  • Excellent English language skills, both spoken and written.
  • Construction experience in Oil & Gas is desirable
  • Experience with digital HSE tools (e.g. Spheracloud, BowTie, dashboard) is desirable
