Job Description


The Role Responsibilities

This is a replacement role within the Data Compliance team within the Group Conduct, Financial Crime & Compliance (\xe2\x80\x9cCFCC\xe2\x80\x9d) function primarily responsible for (1) designing & managing the Data Conduct Policy aligning to the Group standards like FPGS & ERGS, considering the key Group regulations (2) designing and leading the governance model for effective maintenance of Data Conduct Policy and its underlying standards (3) leading the implementation of CFCC Policy management process, for Data Conduct Policy and its underlying standards, aligned to the CFCC Policy & Coverage Target Operating Model.

The core purpose of the role will be to enable the Data Conduct Policy owner to effectively discharge the second line responsibilities, by:

  • Lead the design, development, and effective maintenance of the Data Conduct Policy, aligning to the underlying standards and key regulations / regimes.
  • Own and lead the end-to-end governance of Data \'Policy & Standards\' portfolio, including horizon scan, OBR maintenance, Policy & standards maintenance etc.
  • Own and execute the CFCC Policy Management process for Group CFCC Data team, by providing guidance on approach, challenge & advise on delivery, monitor, track, and report compliance.
  • Overall design, upliftment and maintenance of Data Compliance Policy and governance of its underlying standards.
  • Establish and maintain a Reg Change governance process for Group CFCC Data team, through embedding the Managing Reg Change (MRC) TOM and embedding relevant monitoring & reporting mechanisms.
Strategy
  • Develop & execute strategy for Data Conduct Policy & Standards, aligning to the overall Group CFCC Data strategy and applicable Group standards like FPGC, ERGC & MRC
  • Responsible for governing the implementation of the Policy & standard owner roles & responsibilities articulated in the CFCC Policy & Coverage TOM and Managing Reg change TOM
Business
  • Front end all Data Conduct Policy Management activities on behalf of Policy Owner like consultation reviews, review of dispensations, Policy effectiveness reviews, other Framework, Policy & Standards (FPS) related activities and governance of them for all the underlying standards, by engaging relevant standard SMEs, Policy & Standard owners etc. as relevant and appropriate.
  • Responsible for central governance activities in the \xe2\x80\x98Regulatory Change\xe2\x80\x99 process within Data Conduct team like RCMS alert response (triage), impact analysis, representing Data team at various MRC squads/ workstreams, reporting progress & updates, other MRC related activities and governance of them for all the underlying standards, by engaging relevant standard SMEs, Policy & Standard owners etc as relevant and appropriate.
  • Act as a key contact point for on behalf of Data Conduct Policy & standard owners for Policy, Standards and Reg Change related initiatives
  • Collaborate & partner effectively with all internal stakeholders of Group CFCC Data team and external stakeholders like CFCC F&P, RCT, ERM, Risk COO (RIU) etc.
Processes
  • Responsible to embed the CFCC Policy management process effectively within Group CFCC Data team, with appropriate Governance model to monitor & report on control requirements
  • Responsible for internalising & embedding the MRC TOM process within CFCC Data team
  • Responsible to embed and manage the Group Data dispensation process / workflow as per the DoA and CFCC Framework
  • Lead and execute the annual Policy effectiveness review assessment, engaging with Policy & standard owners and ensure all actions arising are tracked and delivered timely
  • Responsible for reviewing (only triage) and responding to all reg change (RCMS) alerts within the agreed timelines and reporting to appropriate stakeholders, by engaging relevant standard SMEs, Policy & Standard owners etc. as relevant and appropriate.
  • Design & maintain the \'Group CFCC Data Regulatory Country Tier rating\' and publish the same on a regular basis for Risk and Compliance Management activities
Risk Management
  • In addition to the core risk management responsibilities of the role set out above, the role holder must act quickly and decisively when any risk and control weakness become apparent and ensure they are addressed within an appropriate timeframe and escalated to management and through the relevant committees.
  • Escalating potential regulatory breaches or where risk appetite likely to breached to ED, CFCC Data & Global Head, CFCC Data
Governance
  • Provide all data / content required from Data Compliance and reg change governance process for all relevant governance committees & forums
  • Responsible to ensure timely execution of any / all actions from governance committees, related to Data Compliance and reg change governance for Group CFCC Data team
  • Timely escalation to Group CFCC Data LT of any issues related to Data Compliance and reg change governance

Our Ideal Candidate
  • Wide work experience in Policy Management, Governance and Regulatory change areas is required
  • Technical knowledge on Data Risk areas like Data Privacy, Data quality, Responsible AI etc is preferred
  • Ability to design & implement operating models and managing change is required
  • Ability to designs and implement formal methodologies for producing Policy documentation
  • Ability to understand, interpret and assess applicability of basic regulatory requirements
  • Strong interpersonal, relationship building, and influencing abilities
  • Ability to collaborate and work dynamically across a broad range of stakeholders
