Job Description




The Construction and Facilities Contracts Manager will perform category management activities including strategic sourcing, supplier relationship management, contract, performance and risk management in support of Construction Facilities Supply Chain(CFSC) managed programs and projects. In this role, the successful candidate will work with both internal and external stakeholders to include regional category managers, business unit representatives, external consultants and Suppliers in assessing the internal spend, current business environment, supply base and relevant market conditions in the development of the most appropriate contracting strategies to support the commodities. The successful candidate will identify innovative procurement solutions that optimize cost, drive velocity and reduce procurement critical path activities in support of the organizations charter and mission. Additionally, candidate will monitor key global market conditions and industry specific procurement trends to identify opportunities in support of ATM construction market in Southeast Asia. Job Expectations:
  • Lead the contracting efforts through all phases of the Procurement Life cycle: Strategic Sourcing, Procurement Planning, Bid/Evaluate/Negotiate, and Execution.
  • Provide expertise on contracting methodologies, demonstrate understanding and ability to balance all commercial aspects of very large/complex base build construction /facilities program
  • Effectively execute standard business processes, ensure compliance with GSM, legal, environmental, and risk management policies in order to minimize exposure and limit Intel\'s risk and liability.
  • Establish a Risk Register for all construction projects; and track mitigation progress ; as needed
  • Develop and recommend contracting and compensation strategies based on program /category requirements
  • Conduct deep dive analysis on construction/facilities/equipment supply base in Asia identifying opportunities to grow the supply
  • Effectively monitor and manage existing supply base including:Off Site Manufacturing procurement solutions and logistics procurement/management Owner Furnished Equipment procurement and logistics procurement/management
  • Utilize Business Intelligence and Market analysis to develop strategic sourcing plans to ensure competitive environment
  • Partner w/key customers to systematically use data/information to set aggressive targets, identify opportunities, and leverage those to develop effective strategic roadmaps. Work with partners and to develop an optimized tax solution, contract and procurement
  • Build strong business relationship with customers, suppliers and stakeholders- Own contractual and business relationships with suppliers
  • Establish and drive an effective change management process within commodity
  • Develop and proliferate best procurement practices across the construction/facilities commodities to drive standardization, enhanced quality and continuous improvement
  • Facilitate resolution of any contract disputes.


Qualifications


  • Bachelors of Arts or Bachelors of Science in Supply Chain Management, Business Administration, Engineering or Construction Management. Master\'s degree is a plus.
  • Minimum of 15 years of related experience in supply chain management, commodity management, contracts management, construction contracts management or project management.
  • Working knowledge of, and experience with procurement policies, contract law and benchmarking concepts
  • Specific knowledge of construction contracting methods
  • Understanding of the relationship between contractual responsibilities and assignment of risk balanced with an understanding of the relationships between construction cost, quality and schedule
  • Strong supply chain, supplier management, and negotiation skills
  • Strategic skills in managing large construction programs with ability to sense and detect changes in business environment and bring forth relevant recommendations
  • Excellent data analytical skills, with the ability to break complex problems into smaller components for resolution. Understand and apply benchmarking concepts.
  • Strong knowledge of contracts, contract law and claims management processes and procedures.
  • Strong stakeholder management- partnering skills with demonstrated ability to collaborate effectively.
  • Ability to influence for win/win outcomes with suppliers, business partners, and upper management based on detailed analysis
  • High tolerance for ambiguity in a highly fluid work environment. Ability to embrace change.
  • Ability to interface with multifunctional groups at multiple management levels across multiple time zones.

Working Model


This role will be eligible for our hybrid work model which allows employees to split their time between working on-site at their assigned Intel site and off-site. In certain circumstances the work model may change to accommodate business needs.
