KEY ACCOUNTABILITIES:

  • Provide support to the Senior Contracts Manager / General Manager in all aspects of Contract and Procurement activities.
  • Ensure governance on Contract and Procurement matters in accordance with SEB\'s Procurement Policies and Procedures (PPP).
  • Co-Lead with project team to develop contract strategies.
  • Co-Lead procurement process and commercial evaluation process including management paper preparation and approval processes.
  • Co-Lead with the project team in evaluation of the contractors\' contractual claims (Variation Orders / Extension of Time), commercial negotiation and settlement of disputes.
  • Manage and monitor potential cost and schedule impacts from contractors.
  • Lead and coordinate the claims process in accordance with PPP and the contract provisions.
  • Manage and monitor interim payment certification and invoices, and ensure payments are executed in a timely manner.
  • Manage and keep up-to-date records of all documentation including internal and external correspondence.
  • Lead and ensure that the contracts are closed out properly and timely.
  • Other duties as assigned from time to time.
QUALIFICATION & WORK EXPERIENCE:
  • Degree in Quantity Surveying, Engineering and other relevant disciplines.
  • 10 years proven capability in procurement and contract management.
  • Proven knowledge and expertise in procurement and contract management for construction projects.
  • Specific training / education on procurement and contract management in construction industry.
THINKING ENVIRONMENT & CHALLENGES:
  • Able to lead, manage and resolve contractual disputes independently.
  • Able to foresee and lead a team to manage contractual risks for the Project Delivery (PD) projects undertaken.
  • Acquire leadership skill to coordinate and lead own team in handling contract management tasks effectively.
  • Ability to communicate effectively with internal and external stakeholders, and good writing skill to aid in management paper preparation and presentation.
SKILLS:
  • Good command of English both spoken and written.
  • Good command of MS Office.
  • Good / Experienced leadership skills.
  • Good interpersonal skills and ability to communicate and negotiate in an articulate manner with internal and external stakeholders including contractors and consultants.
  • Highly motivated, well organized, resourceful, and pro-active.
  • Flexible approach and able to work under pressure with a can-do attitude and a desire to win.
Preference will be given to internal candidate.
