1. Develop, implement and monitor HR, policies and procedures. 2. Maintain personnel records, develop appropriate manpower plans and provide guidelines and supervision for recruitment. 3. Liaise direct with Technical Institute, College, Universities and other related government and private recruitment agencies on specific job vacancies. 4. Interview and counsel employees on matters relating to personnel development and services, appointment and separation, grievances handling and discipline. 5. Oversee the overall welfare of employee in areas of social, medical benefits, uniforms, sport and recreation. 6. Secure the necessary manpower and to provide for the training and development of employees. 7. Oversee the overall welfare of employee in areas of social, medical and recreation. 8. Monitor and review compensation structure to ensure it is internally consistent. 9. Promote and maintain harmonious relations with employees, the Union and ensure employee grievances are resolved at the lowest possible management level. 10. Work close with other managers on HR and IR matters and provide information and guidance as required. 11. Lead all collective agreement negotiations. 12. Develop, implement and monitor appropriate security and fire fighting policies and procedures. 13. Engage and work in partnership with the Union to achieve harmonious management & union relationship
The Successful Applicant
Bachelor\'s degree with experience in handling full spectrum of HR and general affairs/admin
Minimum 12 years of working experience, preferably with 5 years managerial experience
Demonstrate accountability and integrity
Ability to work in lean and flat structure in dynamic environment
Ability to work with managers to assess complex issues pragmatically
Ability to define problems, establish facts and analyse situations
Effective communication and interpersonal skills
Ability to interact with and lead employees at various levels
Strong understanding of confidentiality as it relates to Human Resources
Proficient with HRIS system, Outlook MS Office, including Word, Excel for reporting and data
Excellent organisational and multitasking abilities
A team player with leadership skills
