The HR & Admin Officer is responsible for executing HR and administrative functions at the Sarawak railway construction project site. This role ensures compliance with the
Labour Ordinance (Sarawak Cap. 76)
and relevant federal legislation while managing employee welfare, payroll, and site administration. The incumbent serves as the key HR contact in Sarawak and reports directly to the HR Manager in Semenanjung, ensuring alignment of site-level HR operations with HQ policies and standards.
2. Key Responsibilities
A. Human Resource Functions
Recruitment & Onboarding
Execute recruitment activities for site manpower requirements in coordination with HQ HR.
Prepare contracts of service as per Sarawak Labour Ordinance.
Facilitate site-level onboarding, orientation, and induction programmes.
Verify documentation for local and foreign employees, including work permits.
Employee Records & Compliance
Maintain the
Daftar Pekerja (Employee Register)
as required under Section 61 of the Labour Ordinance Sarawak.
Keep accurate employee personal files and HRIS updates for HQ reporting.
Ensure compliance with statutory contributions (EPF, SOCSO, EIS, HRD Corp).
Liaise with
Jabatan Tenaga Kerja Sarawak
during audits or inspections.
Payroll, Compensation & Benefits
Coordinate payroll data collection (attendance, overtime, allowances, deductions).
Ensure timely submission to HQ Payroll for processing.
Administer site-level leave management, medical claims, and benefits.
Employee Relations & Discipline
Act as the first point of contact for grievances, counselling, and employee issues at site.
Issue warning letters, show-cause letters, and maintain discipline records.
Escalate complex disciplinary cases to HR Manager in Semenanjung.
Health, Safety & Welfare
Ensure welfare, housing, sanitation, and amenities for site employees are in compliance with Sarawak Labour Ordinance.
Support Safety & Health Committee on compliance with OSHA 1994 and project safety requirements.
Coordinate medical check-ups and emergency welfare needs for employees.
Training & Development
Identify training needs at project site in consultation with HQ HR.
Facilitate on-site statutory and skill development training programmes.
Maintain training records and provide updates to HQ.
Termination & Exit Management
Manage resignations, retirements, dismissals, and terminations in compliance with Labour Ordinance Sarawak.
Ensure clearance process, return of company assets, and exit interviews are properly conducted.
Submit termination records to HQ for payroll and statutory purposes.
B. Administration Functions
General Office Administration
Oversee day-to-day site office administration including office supplies, utilities, and facilities.
Manage filing systems, correspondence, and reports for submission to HQ.
Prepare monthly HR & Admin reports for HR Manager in Semenanjung.
Asset & Inventory Management
Monitor issuance and return of company assets (laptops, ID cards, uniforms, tools).
Maintain accurate asset register at site and reconcile with HQ records.
Transport & Accommodation
Coordinate transport logistics for employees (site shuttles, project vehicles).
Manage worker accommodation, ensuring compliance with statutory housing requirements.
Oversee maintenance of site quarters and facilities.
Vendor & Government Liaison
Liaise with vendors, service providers, and local authorities for site services (cleaning, catering, security, utilities).
Represent the company in dealings with Labour Department Sarawak, Immigration, DOSH, and other agencies.
Project Support
Provide HR & admin support for engineers, project staff, and site workers.
Assist in audits, meetings, and coordination with subcontractors.
3. Key Requirements
Education
: Diploma/Degree in Human Resource Management, Business Administration, or related field.
Experience
: Minimum 3-5 years HR & Administration experience, preferably in construction, infrastructure, or railway industries.
Knowledge
:
Labour Ordinance (Sarawak Cap. 76), EPF, SOCSO, EIS, HRD Corp.
OSHA 1994 and workplace safety requirements.
Immigration procedures for foreign workers.
Skills
:
HRIS and MS Office proficiency.
Strong communication and interpersonal skills.
Ability to manage site-level HR independently while reporting to HQ.
Languages
: Proficient in English & Bahasa Malaysia. Knowledge of Sarawak dialects is an added advantage.
