Job Purpose:

Provide direct HSSE professional and highly differentiated HSSE expertise and advice to Shell Malaysia Upstream organization.

In addition, act as an independent lens to consistently assess and improve HSSE performance and compliance with the law and regulations, which includes but are not limited to working with the line personnel on implementation of HSSE programs, incident investigation, remedial actions, auditing, and training.

Coordinate impactful HSSE initiative for sustainable result to achieve improved HSSE performance.

Key Business Process:

Contract HSSE Management

Resources for Pre-mobilization Inspection & HSSE Induction.

Risk Assessment, Hazard Identification Exercise, Permit to Work (PTW), Job Hazard Analysis (JHA).

Drive & monitor HSSE Plan & align with business partners & Contractors.

HSSE Assurance and Audit.

Specific Tasks & Targets

Works directly with Shell Malaysia Upstream business partners Maintenance, Production Chemistry and Reliability & Engineering teams to set HSSE performance expectations, monitor business HSSE performance & address improvement opportunities.

Ensures proper HSSE improvement strategies, systems, policies, standards, & tools are in place & functioning to \'raise the game\' in maintenance execution activities (a high-risk operation).

Delivers HSSE support, coordinating resources and efforts with HSSE counterparts including Emergency Management

Promote best practice sharing & learning from incident across businesses.

HSSE resources in guiding contracted site supervisors/safety coaches.

Works as a Focal point in several HSSE Management System items.

Provide HSSE advise/support & closely collaborate with Contract Management Team.

Provide independent assessment of site effectiveness of HSSE Controls & compliance to License-to-Operate requirements.

Support or participate in incident investigation process and verify implementation of recommendations by line management & analyze, interpret & implement data for improved HSSE performance.

Support, participate & provide input as needed into HSSE Reviews.

Explore, identify and/or implement solutions to drive continuous improvement from HSSE aspect that drive process efficiency and compliance; hence, potentially eliminate complexity and waste.

Worksite engagement & coaching 50% of time.

Key Challenges:

This position requires a passionate and resourceful HSSE professional, effectively working with different stakeholders in Shell Malaysia Upstream.

Good coaching & integration skills across disciplines as well as appreciation of cultural diversity & open/receptive to new ways of working.

The incumbent will perform as key facilitator to monitor compliance towards HSSE policies & standards/procedures as well as to steer towards continuous HSSE (primarily safety & environment delivery) performance improvement.

Special challenges in motivating & aligning contractors & subcontractors (management & workers) who typically have low HSSE culture.

Ability to form effective partnership with line staff & managers in providing HSE advise/support and performing the independent corporate conscience/governance role on HSSE.

Have the confidence to intervene unsafe act/condition & stop work as well as to be firm with HSSE compliance whilst maintaining partnership.

What we need from you?

Possess a recognized degree in any engineering discipline or possess Safety and Health Certificate by NIOSH or recognized Diploma in Occupational Safety and Health or equivalent Technical / Engineering Diploma with 5 years working experience in oil and gas operations & production activities, maintenance, projects, or construction works.

Possess a DOSH-certified Safety & Health Officer (SHO) in compliance to OSH (Safety & Health Officer) Regulations 1996 will be an added advantage.

Experience within the HSE requirements of Contractor Management.

Ability to work in a team environment with minimum supervision.

Experience & knowledge of ISO 45001 Management Systems.

Proven ability to manage performance, competence, HSE plan of contractors & employees.

Proven ability to engage, manage change & deploy HSE Improvement tools & initiatives across the organization.

Key Competencies include interpersonal (relationship, networking), influencing & negotiating skills.
