The Country Health, Safety & Wellbeing Lead is primarily be the country focal point of all HSW related matters across the Client\'s contract and provide support services to the Client in respect of the management and administration of the Client\'s HSW program to the bank staff, customer and visitors including but not limited to the following:

  • Prepare Country HSW Action Plan and secure quarterly approval from the Client\'s Regional Head of HSW, Country Head of Property (CHOP) and endorsement for CMG/EXCO.
  • Present the HSW plan to Country HSW Forum (if applicable) and Country Operational Risk Committee (CORC) including but not limited to Compliance and Risk inspection results, incident investigation findings and other relevant activities relation to the mitigation of identified risks.
  • Ensure all the Client\'s offices and branches are inspected at least annually and conduct at least one of the Client\'s Branch Compliance & Risk inspections every three years in conjunction with Branch Manager as well as perform QMA site walk at the same time.
  • Ensure appropriate risk assessments are conducted, appropriate safe work method statements are developed to address the risk identified and the activities are carried out as per the safe work method.
  • Implement Permit to Work (PTW) as per Client\'s policies and standards for all relevant CBRE staff and managed contractors
  • Ensure all work-related incidents, accidents, occupational ill health and Unsafe Acts/Conditions/Near misses are reported and investigated as per Client\'s policies and standards to prevent recurrences. Analyze accident statistics to identify trends and implement with appropriate corrective actions. Liaise with internal insurance/HR team concerning accident and claims.
  • Coordinate HSW Forum meetings for reporting performance against legal Health & Safety requirements and providing senior country management with relevant information to make appropriate governance decisions. including provision of accident and incident statistics, civil cases, Health & Safety project updates, change in legislation that impact on the bank business etc.
  • Identifying Health & Safety legal requirements, maintenance of Health & Safety legal register and compliance with legal requirements.
  • Work together with country PJM/FM/Sourcing/Security/BCM teams to ensure that effective solutions are recommended and implemented to mitigate Health & Safety risks.
  • Oversee HSW internal audits/control reviews including review of third-party contractors\' HSW related performance on their relevant activities.
  • Develop HSW communications and campaigns and engage with the Client\'s country Corporate Affairs and HR (wellness related)
  • Contribute to Client\'s Country Crisis Management Team (CMT)
  • Conduct new premises/project Health & Safety due diligence inspections for approval
  • Prepare business case for the dispensation where conditions are against the Group HWS standards.
  • Manage Health & Safety of contractors e.g. contribution in selection, review of risk assessments/safe work method statements, inspections, stop work/blacklisting/penalizing decisions, review of contract terms etc.
  • Ensure appropriate Health & Safety induction to new CBRE staff and contractors
  • Coordinate and arrange training for first aiders and fire wardens, arrange emergency response drills, check first aid boxes and replenish first aid items.
  • Support the Client with conducting risk assessments including but not limited to Display Screen Equipment, Manual Handling, New and Expectant Mothers and Events to the bank staff etc.
Key Accountabilities
  • Monitors injury, illness, and incident related performance within the contractual area of responsibility. Monitor performance for trends or other indicators of improving or degrading incident performance and develop and implement strategic solutions that will improve the performance results as required.
  • Acts as a resource to staff and internal clients as the HSW Subject Matter Expert.
  • Provides direct and timely advice and information to the management responsible for the Client\'s account in all matters related to HSW performance, compliance, trends, and concerns
  • Implements all corporate HSW initiatives and communicate all corporate HSW priorities in a manner that effectively drives program consistency and effectiveness across the Client\'s account.
  • Develops and continuously improve HSW Management Platform across the Client\'s account.
  • Oversee the specific HWS plans, playbooks, and procedures for the Client account to make certain they are current, complete, and effectively implemented.
  • Monitors Health & Safety regulatory compliance within the Client account, communicates all findings, concerns, and deficiencies to the responsible managers to effect timely and necessary corrections.
  • Develops and implements strategic solutions that will support management\'s efforts to improve and maintain compliance as required.
  • Identifies opportunities to reduce costs while enhancing quality of services.
  • Responses to the client concerns regarding HSW matters.
  • Supports compliance and the Principles of Responsibility (the Client\'s Code of Conduct) by maintaining the privacy and confidentiality of information, protecting the assets of the organization, acting with ethics and integrity, reporting non-compliance, and adhering to applicable local laws and regulations, accreditation and the Client\'s policies and procedures.
  • Other duties may be assigned.
Preferred Education & Work Experience
  • Bachelor\'s degree (BA/BS) from college or university. Minimum 5 years of related experience.
  • Recognized national or international professional qualification in health & safety management as required by local enforcing authority.
  • Demonstrated knowledge of local health and safety regulations is essential. Direct experience dealing with regulatory agencies and / or compliance officers is required.
  • Experience working in any one or multiples of the following is essential: Chemical processing and refining environments, manufacturing, food processing, pharmaceutical / biotechnology, construction, heavy industry, and facility maintenance and management.
