CLOSING DATE 18 APRIL 2023 DUTIES & RESPONSIBILITIES: 1. Policy and Procedures
  • Subject matter expert of HR processes, policies, and procedures. Work closely with BU/Managers/Management in the implementation of corporate policies related to human resources, organizational and employee development. To ensure the policies comply with current employment regulations.
  • Work with site management to develop and execute the HR Strategy to support the business growth.
  • Ensure compliance with employment laws. Support HR/EA/ILO/ ISO etc. Audits.
2. Initiative and Projects
  • In charge and take lead in special projects assigned by business units as well as HR projects.
  • Leads high expertise and multidisciplinary projects/initiatives that impact the business and culture.
  • To be on-site on a weekly basis to increase HR presence in order to provide timely HR advice on policy and procedure and importantly to conduct engagement and sharing sessions so as to obtain ground sentiments.
  • Handle ad-hoc HR assignments and projects as and when required.
  • Assist in reporting when required.
3. HR Report
  • Prepare required reports for HR Manager in a timely manner.
4. Income Tax
  • Completing the E-Pin registration for all foreign workers.
  • Responsible for completing the past E-filing records for the workers.
  • Follow up with the respective supervisors for the completed E-filing forms (BE).
  • Email the Department Head/ Supervisors on the worker\'s E-filing Username and Password (Annual E- filing).
  • Guide and provide the relevant tax documents for the Expatriate Tax clearance.
  • Scan the full passport and get it certified by the Authorization vendor.
  • Briefing the Expatriate on the Tax clearance process.
  • Provide the Indemnity letter to the workers under repatriation.
  • Completing the required tax documentation upon submitting the relevant documentation in the IRB Department (JB/KL).
  • Follow up on the tax file update with the IRB officers and revert to their Email/Phone call queries. Assist in reporting when required.
5. Employee Engagement
  • Evaluate, attrition & retention of talent, skills and competency gaps of, and develop recommendations and strategies for mitigating identified risks Operations Analysis Plan, organize and manage employee engagement, wellness, and welfare activities.
  • Offboarding matters - employee cessation, conduct exit interviews, and exit clearance.
  • Prepare and ensure the accuracy of announcements of new employees and employee movement.
  • Conduct training and communication sessions as required.
  • Ensure compliance with employment laws.
  • Emergency Responder: Provides immediate fixes to acute emergencies.
6. Contract Management (Canteen, Hostel, Transportation, Clinic, Other Appointed Business Vendor)
  • Involve in contract negotiation between vendor and management.
  • Engaged and submitted facility requests for all hostel renewals.
  • Handle tenancy agreement renewal on a yearly basis.
  • Attend hostel/canteen inspection (if required).
  • Scan utilities bill (Electricity & Water) and key in utility details in Excel.
  • Check and verify monthly invoices on the bus usage provided by Production before submitting for HR Manager approval.
  • All invoices received from the vendors are checked and verified before payment is released.
  • Update and maintain the internal HR hostel list provide by production.

  • Briefing and assisting the transfer of hostels between dormitories (if required).
  • Liaise with Hostel warden on the hostel issues highlighted by both HODs\' and the Hostel vendors (if required).
7. Grievance/Disciplinary/IR
  • To handle employee disciplinary action to ensure that all the actions are taken comply with the Employment Act and Industrial Relations Act.
  • Consult with employees and managers to address root causes of human resources issues, attempting to resolve employee relations issues with a systematic approach.
  • Assist to resolve any issues and disputes/grievances whenever required for both local and foreign as well manage employee counseling.
  • E nsure all employees strictly follow the rules and regulations.
  • To conduct Domestic Inquiries for staff disciplinary cases.
  • To work with the Inquiry Panel and provide the information needed.
  • Follow up on performance improvement plan (PIP) when required.
  • In charge of documentation preparation and liaison with related parties when required.
Qualifications and Experience Required
  • Degree in HR, Business Administration or any relevant disciplines.
  • 8-10 years of relevant working experience as an HR Generalist or in a related field is required.
  • PC literate, basic software knowledge.
  • Ability to work in a complex matrix environment dealing with changes.
  • Good communication skills - Excellent verbal and written English
  • Strong sense of responsibility, willing to learn can work under pressure, and meet the requirement of deadlines.

Special Training Required
  • Get the latest / up-to-date information on development in the HR field and market.
  • A good understanding of employment law has experience managing a large population of blue collars population in a manufacturing industry.
