Org. Setting and Reporting

This post is located in the Automated SYstem for CUstoms DAta (ASYCUDA) Programme of the Division on Technology and Logistics of the United Nations Conference on Trade and Development (UNCTAD), in Kuala Lumpur, Malaysia. The Information Systems Officer reports to the ASYCUDA Regional Coordinator for Asia. Responsibilities

Within delegated authority, the incumbent shall be responsible for the following main tasks:

  • Implementation of the UNCTAD ASYCUDA system in the National Customs Services (NCS):
(a) provides technical advice on the most suitable ICT (Information and Communication Technology) architecture and configuration for the ASYCUDA and Single Window systems implementation in the NCS specific conditions;
(b) assists NCS in the preparation of the technical specifications and evaluation criteria for the procurement of ICT hardware, software and associated services required for the implementation of the NCS ASYCUDA and Single Window systems;
(c) provides technical assistance and support in the prototyping, testing, piloting, roll-out, administration and maintenance of NCS ASYCUDA and Single Window systems e-Documents including remedial actions, as required;
(d) organizes and delivers ASYCUDA technical training courses on the implementation, operation and maintenance of the NCS ASYCUDA and Single Window systems;
(e) assists NPT (National Project Team) in the preparation of the national ASYCUDA and Single Window technical documentation and manuals on administration, maintenance and support of ASYCUDAWorld and Single Window.
  • Further development/enhancement of the NCS ASYCUDA and Single Window systems:
(a) assists NCS SW NPT in formulating the system requirement specifications (SRS) to define the development scope to automate and integrate the OGA processes;
(b) assists NCS SW NPT members in developing new modules and/or extending the functionalities of existing ones based on the agreed SRS and in integrating in the ASYCUDA World production system.
  • Coordination of the NCS ASYCUDA and Single Window technical implementation with other governmental agencies\'/organizations\' ICT and infrastructure activities having impact on the NCS ICT systems:
(a) advises the NCS on the technical implications for the NCS ASYCUDA and Single Window systems of other governmental agencies\'/organizations\' ICT and infrastructure related activities (e.g. Port and Airport Authorities, express couriers);
(b) coordinates the technical implementation of NCS ASYCUDA and Single Window e-Documents with other governmental agencies\'/organizations\' ICT and infrastructure relevant activities.
  • Assistance in Project reporting and monitoring system:
(a) assists the NPM (National Project Manager) in the preparation of Project Progress Reports for national counterpart authorities;
(b) prepares regular technical Project Progress Reports for the ASYCUDA Regional Coordinator inclusive of the elements relating to the logical framework and monitoring plan.
  • Further development/enhancement of other ASYCUDA systems (i.e. ASYREC, Millennium):
(a) provides technical advice on the most suitable ICT (Information and Communication Technology) architecture and configuration;
(b) provides technical assistance and support in the prototyping and testing. Competencies

Education

An advanced university degree (Master\'s degree or equivalent degree) in computer science, telecommunications or related area is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in ICT systems analysis and design, installation, configuration, testing, piloting, rollout, administration and maintenance or related field is required.

Experience participating in the organization and delivery of ICT training courses within governmental agencies is desirable.

Experience with assignments in developing countries and/or transition economies within an international organization is desirable.

Experience participating in the implementation at the national level of an ICT system for Customs automation or similar is desirable.

Experience in development with Java, Angular, WildFly and VUE JS is desirable. Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is desirable. Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by a competency-based interview. Special Notice
