Job Summary

Refers to developing, directing, problem solving, and applying technical, scientific, and mathematical knowledge and methods to design, implement, and achieve constructability, liftability and maintainability for structures, equipment and miscellaneous cargo. The Lifting Engineer is responsible to ensure standards, preventive controls and mitigative measures are in place to manage the integrity and safety of lifting equipment and activities. To provide Lifting and Hoisting support to Project.

Responsibilities

List of Procedures in terms of key business processes that the incumbent is required to adhere to, but not limited to:
1. Group Control Framework (HSSE and Others)
2. Asset Management System (AMS)
3. Client General Business Principles (SGBP)
4. Finance - OP/WP&B Processes and Guidelines
5. Contracting and Procurement Procedures
6. SMEP Management of Change Procedure
7. SMEP Deviation Management Procedure
8. SMEP Permit-to-Work Procedure
9. Relevant Standards and Process Guides

10. SMEP Lifting & Hoisting Management System

Principal Accountabilities:

  • Support Projects in Material Handling Studies, Front End Constructability Reviews, Crane Packaging, planning and review of lifts.
  • Deliver cascading and awareness session to support safe lifting operations.
  • Lead or conduct investigation on any lifting-related incidents.
  • Lead or support conversations, negotiations or interfaces with different stakeholders on all lifting-related matters or initiatives.
  • Act as a Contract Representative for Crane Packaging, if required.
  • Support pre-start up audits on fabrication or construction sites or pre-mobilisation inspections for lifting equipment
  • Manage or assure integrity of lifting equipment to safeguard lifting safety
Internal Interfaces:
  • Regular interface with peers in related teams, disciplines and processes
External Interfaces:
  • Contribute to engagement with external stakeholders relevant to the delivery of the natural goals and principal accountabilities. Stakeholders include but not limited to global SMEs, Center of Excellence, JV Partners, regulators and customers as required.
Qualifications
  • Minimum 7 years of related experience, preferably in the Oil & Gas Industry
  • Strong self leadership with the ability to function independently as well as collaborate strongly with multiple disciplines to deliver team goals. Ability to interact with both junior staff and senior leadership. Keen to coach and guide more junior members of the team.
  • You are a member of the Technical Authority, Governance and Engineering natural team, in which your main responsibilities are around technical participation of constructability reviews and assurance of planned activities. You are the gatekeepers for managing threats and opportunities from a technical do-ability and risk standpoint to as-low-as-reasonably-practical (ALARP).
  • Skill in selecting and verifying lifting equipment, lifting methodologies and rigging configurations, e.g. single crane or multiple cranes lift, spreader bar or lifting frames, types of hitches, reeving, etc. for lifting operations.
  • Skill to specify, define and verify load conditions and load cases for lifting analyses.
  • Skill to perform and verify lifting analyses for onshore, near-shore, offshore and subsea lifts.
  • Skill to perform and verify ground bearing capacities for use of mobile and crawler cranes; as well as mounting requirements for temporary lifting equipment e.g. winches, mobile cranes on barges, rental cranes, etc.
  • Skill in specifying good and safe industry practices for lifting operations and identify appropriate Life Saving Rules.
  • Skill to define, specify and verify competency and training requirements for critical positions in lifting operations (e.g. Lifting Person-In-Charge, Crane Operator, Banksman and Rigger, etc.).
  • Skill to define and specify safe operational limits and capabilities of all lifting equipment, including environmental effects, weather factors and proximity hazards.
  • Skill to identify hazards/risks for lifting operations and lifting equipment testing and maintenance activities, specify proper preventive and mitigation measures.
  • Skill to generate and review safe, efficient and controlled lift plans for all lifts.
  • Skill to lead and conduct investigation on lifting incidents, as well as audits and assurance activities on lifting equipment and operations.
  • Skill to define use and specify design basis for lifting equipment, ranging from general lifting tackles e.g. slings, shackles, etc. to complex hoisting systems and specialized tools e.g. pedestal cranes, mobile cranes, jib cranes, spreader bars, etc.
  • Skill to define and specify safety critical components of lifting equipment and their performance standards.

  • Based in Bintulu
  • Travel to KL / Offshore / Kuching as required
