Position : Migration and Displacement Senior Officer Organizational Content - The Malaysian Red Crescent Society (MRCS) \xe2\x80\x93 locally known as Bulan Sabit Merah Malaysia (BSMM) \xe2\x80\x93 is a voluntary humanitarian organization incorporated under an Act of Parliament and auxiliary to the Malaysian public authorities. Headquartered in Kuala Lumpur, MRCS operates through a vast volunteer base and a network of base units (branches and chapters) covering 13 states and three federal territories of Malaysia. MRCS\xe2\x80\x99s vision is to be the leading and distinctive Malaysian humanitarian organization that brings people and institutions together for the vulnerable while its mission is to prevent and reduce suffering, wherever it may be. MRCS is a member of the International Federation of Red Cross and Red Crescent Societies (IFRC), which is the world\xe2\x80\x99s largest volunteer-based humanitarian network. Driven by Strategy 2030, the IFRC coordinates and supports the collective efforts of National Red Cross and Red Crescent Societies \xe2\x80\x93 among them MRCS \xe2\x80\x93 to respond to the major global challenges confronting humanity. Along with 192 member National Societies and the International Committee of the Red Cross (ICRC), IFRC is part of the International Red Cross and Red Crescent Movement (Movement). The Movement is guided by Seven Fundamental Principles of humanity, impartiality, neutrality, independence, voluntary service, unity and universality. The IFRC and its network have a long-standing commitment to working with and for migrants and displaced persons and play a crucial role in addressing the humanitarian consequences of migration and displacement around the world, both in emergency and non-emergency contexts, and to strengthen the resilience of migrants, displaced persons, and host communities. The presence of National Societies in all countries positions the Red Cross Red Crescent to engage with and address the needs of migrants and displaced populations, and to ensure they have access to essential services, whatever their legal status. In support of MRCS, the IFRC is seeking to engage a Migration and Displacement Senior Officer who will lead the National Society\xe2\x80\x99s work in engaging with, assisting, protecting and advocating for migrants and displaced populations in Malaysia in coordination with the local authorities and other stakeholders. The Migration and Displacement Senior Officer will be based at the MRCS National Headquarters in Kuala Lumpur and will report to the MRCS Secretary General with a dotted reporting line to the Chair of the MRCS National Committee on Migration and Displacement. Job Purpose : The Migration and Displacement Senior Officer is responsible for leading MRCS\xe2\x80\x99 engagement on all aspects of migration and displacement, particularly the implementation of the MRCS Plan of Action on Migration and Displacement. Implementation of the MRCS Plan of Action will focus on:
  • Strengthening community work and initiatives of MRCS to assist and protect migrants;
  • Strengthening emergency response work of MRCS in migration and displacement;
  • Strengthening the capacity of MRCS branches, personnel and members in migration and displacement.
Job duties & Responsibilities Project Management and Coordination
  • Lead the effective and timely implementation of the MRCS Plan of Action on Migration and Displacement.
  • Serve as Secretary of the MRCS National Committee on Migration and Displacement and convene regular Committee meetings.
  • Maintain regular and open communication with key departments across MRCS to ensure effective implementation of the Plan of Action.
  • Provide regular reports on the status of the implementation of the Plan of Action
  • Contribute to development of case studies, web stories, newsletters and other migration- and displacement-related publications.
  • Represent MRCS in external forums related to migration and displacement and coordinate with key external partners.
  • Promote cooperation within the Movement and amongst Red Cross and Red Crescent National Societies, including through engagement with the Asia Pacific Migration Network (APMN)
Monitoring, Analysis and Capacity Strengthening
  • Continuously monitor and analyze migration and displacement-related trends and dynamics related to Malaysia.
  • Promote the integration of Migration and Displacement policies and principles across departments of MRCS, and in activities implemented at the branch level, in both emergency and non-emergency situations.
  • Strengthen the capacity of MRCS base units on migration and displacement through training and field visits\xc2\xb7 Continuously monitor and analyze migration and displacement-related trends and dynamics related to Malaysia.
Duties applicable to all staff
  • Actively work towards the achievement of the Federation Secretariat\xe2\x80\x99s goals
  • Abide by and work in accordance with the Red Cross and Red Crescent principles
  • Perform any other work-related duties and responsibilities that may be assigned by the line manager.
Position Requirements - Education
  • Required University degree in a relevant field or a diploma with equivalent.
  • Preferred Advanced university degree in a relevant field.
-Experience
  • 3-5 years\xe2\x80\x99 experience working on migration and displacement related issues
  • Knowledge of International Red Cross and Red Crescent Movement approach
  • Project management and coordination, including producing reports and managing
  • Developing and implementing training and facilitation of events
  • Planning, implementing monitoring and evaluating projects
  • Working with financial systems
  • Writing, editing and analysing complex reports
  • Preferred Development of humanitarian policies and strategies
  • Preferred Working for a humanitarian/non-profit organization (e.g. UN agencies, civil society, etc.)
