Job Description


GENERAL RESPONSIBILITIES 1. Plan, organise, coordinate, monitor and implement the evaluation of the FHRAM\xe2\x80\x99s programme, projects and the performance of all State MAs. 2. Initiate and participate with Executive Director (ED)/Section Head in implementing, and updating the Management Information System (MIS) and Clinic Management Information System (CMIS). 3. Assists to initiate, coordinate, and implement relevant research/studies of programmes. 4. Monitor all project activities, expenditures and progress towards achieving the project output. 5. Develop monitoring and impact indicator for the project success. 6. Monitor and evaluate overall progress on achievement of results. 7. Monitor the sustainability of the project\xe2\x80\x99s results. 8. Report monthly, quarterly, half yearly and annual progress on all project activities to the Executive Director (ED) / Section Head. 9. Prepare and maintain database. SPECIFIC RESPONSIBILITIES 1. Plan, organise, coordinate, and monitor the evaluation of proposed, on-going and completed programmes and projects. 2. Plan, organise, coordinate, supervise and evaluate the programme performance of State MAs on the basis of FRHAM goals and programme objectives. 3. Assists the Executive Director (ED) / Section Head including State MA managers in the review and assessment of the relevant programmes / projects. 4. Do analysis, evaluation and provide feedbacks to State Members Associations (SMAs) on their performance on quarterly, half yearly and annual basis. 5. Review action plans of State MA and make recommendations for effective delivery of family planning services. 6. Conducts data analysis on Service Statistics and other programmes, and provide the relevant feedback in terms of performances and implications. Make recommendations to the FRHAM Standing Committees, National Council and State MAs. 7. Participate with Executive Director (ED) / Section Head in formulating criteria and guideline for the resource allocation to State MAs for the efficient and effective management of resources. 8. Participate with the key staff in the overall (strategic, annual and periodic) planning of the FRHAM programmes, projects and activities. 9. Acts as resource person/speaker during relevant training sessions initiated by FRHAM and State MAs. 10. Acts as resource person for FRHAM\xe2\x80\x99s website and Facebook content development. 11. Assist in initiating, coordinating, and implementing any programme related studies. 12. Be a Secretary to FRHAM\xe2\x80\x99s M&E Committee. 13. Reviews and analyses her/his area of work and submit reports to the supervisor. 14. Taking part in the preparation of the annual report. 15. Assisting the ED in preparing papers and power points slides for presentation at meetings and conferences. 16. Assisting in the preparation of project proposals. 17. Providing guidance to interns. 18. Performs other related duties that maybe assigned by the Executive Director (ED) / Section Head. REQUIREMENTS 1. Bachelor\xe2\x80\x99s degree in statistics, demographic, public policy, international development, economics or related field. 2. At least three (3) years of experience in the design and implementation of M&E/MIS in development projects implemented by national/international NGOs/UN bodies/ Government. 3. Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting database management and developing M&E and/or performance monitoring plans. 4. Knowledge in evaluation, data collection and analysis methodologies (e.g. qualitative, quantitative, mixed method and impact). 5. Proven success in designing, implementing, and operating project M&E systems from project initiation to completion stage. 6. A positive and adaptable attitude toward teamwork. 7. Fluent in written and spoken English and Bahasa Malaysia. 8. Ability to work independently with a minimum of supervision. 9. Ability to work under time pressure and meet deadlines. 10. Ability to work in diversified environments. 11. Good organizational skills. 12. Strong training and facilitation skills. 13. Able to follow organisational policies and procedures 14. Willing to travel when required. 15. Able to start immediately.
