Overview
rhi are looking for an experienced Project Manager to oversee and manage the procurement on our clients internal plant redevelopment and expansion project (EPCM)
Immediate starter preferred
Initial Contract duration: Until 31st March 2026 with a view to extend as part of performance on a 2-year project.
Working arrangement: Hybrid - 3 days office/ 2 days work from home
Responsibilities
The role:
The Project Manager is responsible for overseeing and managing procurement projects from initiation to completion. This role involves strategic planning, vendor management, contract negotiation, and risk mitigation to ensure timely and cost-effective procurement of goods and services.
The ideal candidate will possess strong project management skills, a deep understanding of procurement processes, and a proven ability to deliver results.
Key Responsibilities:
Project Planning and Initiation:

• Develop comprehensive project plans, including timelines, resource allocation, and risk assessments.
• Define project scope, objectives, and deliverables.
• Vendor Selection and Management:
• Negotiate favorable contracts and terms.
• Manage vendor performance and resolve issues.

Contract Assurance:

• Provide assurance to contracts to protect the organization's interests.
• Monitor contract performance and compliance.
• Manage change orders and variations.

Procurement Process Management:

• Oversee the entire procurement process, including sourcing, bidding, and award.
• Ensure adherence to procurement policies, procedures, and regulations.
• Manage procurement risks and develop mitigation plans.

Stakeholder Management:

• Build and maintain strong relationships with internal and external stakeholders.
• Communicate effectively with stakeholders at all levels.
• Manage expectations and resolve conflicts.
• Project Reporting and Analysis:
• Monitor project progress and identify potential issues.
• Prepare regular project reports and analysis.
• Track key performance indicators (KPIs) and metrics.

Continuous Improvement:

• Identify opportunities for process improvement and cost reduction.
• Implement innovative procurement solutions and technologies.
• Stay updated on industry trends and best practices.

Qualifications
Qualifications and must have criteria;

• Diploma/Bachelor's degree in Supply Chain Management, Engineering, Business administration, or equivalent
• Minimum of 7 years of experience in procurement or project management, specifically within an EPCM contract/client side function - Must have
• Strong understanding of procurement principles, strategies, and techniques - Must have
• Proven ability to manage complex projects and deliver results on time and within budget - Must have
• Possess a high level of technical/engineering knowledge, as will be liaising with engineering dept (Electrical. Mechanical & Fabrication) - Must have
• High levels of communication skill - English and Malay - Write, speak & read
