Role Purpose:
The Regional Research Analyst, Education (Insights Hub) will:

  • Develop and deliver the British Council\xe2\x80\x99s Education Insight Hubs, contributing to education and cultural relations impact.
  • Provide analysis and insight about international education for the UK sector, government partners and to support achievement of our KPIs
  • Position the UK as a contributor and convenor of knowledge about international HE and TVET globally.
  • Lead and manage geographically dispersed teams, in accordance with British Council values, and where EDI is a strong component of the culture.



Main accountabilities but not limited to the following:
Strategy & Planning
  • Responsible for developing and delivering a clear plan for achievement of impact, appropriate resourcing and skills, and alignment with the wider HE portfolio in East Asia.
  • Incorporate innovation in programme design and delivery to ensure that our digital KPIs are met.
  • Work closely with regional CEGN leadership on developing, shaping and implementing East Asia Insights hub.
  • Lead the development and presentation of the impact narrative for the East Asia Education Insight Hub.



Leadership & Management
  • Lead and matrix manage wider Country/Territory Insight Hubs teams who will be seen as experts in their area of specialism
  • Responsible for day-to-day project management and delivery of East Asia Education Insights products, reports, online content and marquee research. Including up to date market intelligence and data that will help inform global strategic planning and progress against KPIs conducted in accordance with the British Council values and where equality, diversity and inclusion (EDI) and environment/sustainability is a strong element of the culture.



Business Development and Delivery
  • Builds relationships with strategic clients/partners within area of influence.
  • Uses insights to understand current and prospective business development opportunities for the British Council and contributes to East Asia elements of the global CE business development strategy and plan.
  • Owns the Insights and Engagement programme pipeline for East Asia, ensuring high quality pipeline data and documentation is maintained and submitted to the Partnerships and Contract Approvals Board
  • Leads the development of bids, proposals and business cases as agreed with Regional Education Director.
  • Leads and/or ensures appropriate assessment, technical and commercial quality assurance and evaluation procedures for programmes and tender submissions in country.
  • Provides direction and support on contract negotiations and delivery on individual contracts.
  • Ensures internal and client compliance including legal finance, procurement, contract management and reporting
  • Contributes to the development of internal and external communications materials to highlight impact and support positioning for new opportunities.



Programme and Project Management
  • Lead planning and production of Insights reports, presentations and thought leadership in close collaboration with CE Marketing.
  • Develop innovative methods for analysing the business of international education and solutions to challenges facing the sector
  • Demonstrate the British Council\xe2\x80\x99s thought leadership and knowledge through written publications and presentations
  • Ensure the quality assurance of all research products, collaborating closely with Asia-Pacific Marketing teams
  • Lead on internal training for Insights staff to develop essential skills for market knowledge and research.
  • Manage information created and received in compliance with the British Council\xe2\x80\x99s information management standards, policies, the UK data protection principles and local legislation
  • Ensure effective monitoring and evaluation for the East Asia education Insight Hub. Use and disseminate M&E outcomes for internal programme improvement and external business development purposes.
  • Drive and embed a culture of corporate compliance, ensuring that all necessary policies and procedures (e.g. HR, Finance, Legal, EDI, anti-racism, Safeguarding, data privacy, cyber security, environment etc) are implemented and maintained across the HE Insight and Engagement portfolio in East Asia, so that organisational risks are managed effectively.

  • To actively Contribute to an inclusive and anti-racist organisational culture, being aware of your own biases, and taking action to mitigate against these. Ensuring people feel valued and are treated equitably, with support for people\xe2\x80\x99s well-being and mental health.
  • Understand the British Council\xe2\x80\x99s approach to equality, diversity and inclusion and how it applies to your role and make time for learning and development relating to EDI and anti-racism.



Role specific knowledge and experience:
  • Strong knowledge and experience of UK and EA HE sectors, international higher education, student recruitment and internationalisation context.
  • Experience of leading geographically dispersed teams and working in a matrix management structure
  • Partner and stakeholder engagement at a senior level
  • Managing and understanding sector needs and experience of business development
  • Applied knowledge of programme monitoring and evaluation, including developing theories of change
  • Inclusive leadership skills, modelling EDI and British Council values



Role specific skills:
  • Applied knowledge and in depth understanding of quantitative and qualitative research methods
  • Experience of publishing research products
  • Strong writing and presentation skills
  • Advisory/ consultancy experience
  • Familiarity with statistical software and data visualization tools. Advanced skills with MS Word, PowerPoint and Excel
  • Knowledge of strategies to develop, grow and improve sector relationships and satisfaction.
  • Track record of managing a range of complex internal and external stakeholders in the delivery of high quality and effective professional services.
  • Ability to edit and oversee production of complex reports and data to high quality standards and tight deadlines
  • Ability to present complex information and data engagingly to senior stakeholders and tailor it to diverse audiences

Requirements:
  • Candidates must have the right to live and work in the country in which the role is based.
  • Written and verbal proficiency in English language (CEFR Level C2 English)
