Supply Chain (SC) Lead Labuan Supply Base (LSB) Facility

The incumbent shall be responsible for the overall facilities management of Labuan Supply Base (LSB) ensuring zero incidents, managing contractors offering services to LSB, and with support from a team of contract manpower, to liquidate SAP activities in a timely and accurate manner.

Purpose & Accountabilities:

1. A member of the LSB Safety Family who actively supports LSB\xe2\x80\x99s Goal Zero targets.

2. Ensure effective implementation of Supply Base contracts by strict adherence to the terms and conditions of the contracts through regular engagements with Contractors.

3. As Dep. Company Rep, support the Contract Owner/Holder to execute tendering process from drawing up of contracting strategy, technical write-up, technical & commercial evaluation till contract award. Subsequently, responsible in the Post-award contract management including executing contract change order, ACV monitoring, contractor performance monitoring and completing contract closure.

4. Seek to maintain good relationships with business partners and Contractors to ensure continuity of supply base operations and goodwill towards the Company.

5. Compile, analyse and brief LSB LT on quarterly basis of financial and contractual statistical/performance information for management planning and control.

6. Ensure offices and other company\xe2\x80\x99s building are adequately equipped and properly maintained to ensure facilities are safe, clean, fit-for-purpose and conducive. To also own the \xe2\x80\x98refresh of facilities\xe2\x80\x99 agenda in LSB, and consistently look for creative opportunities to improve the facilities.

7. To instill and maintain high standard of awareness on health, safety and environment amongst the staffs, both FTE and contractors. Act as PtW Approver and Authorizer to ensure operations are carried out safely.

8. Train, develop and motivate staffs for effective work output by appraising job performance and providing guidance and advice.

9. Organise Business Performance Review with the Supply Base Contractors, compile and monitor KPIs, track and intervene to ensure that improvement action items are closed-out.

10. Organise monthly co-ordination meeting with Supply Base Service Contractors, compile agenda & issues for discussion and follow-up on action required for business continuity & improvement in service levels.

11. Ensure that all purchases through GCC for LSB are carried out in accordance to procedures.

12. Lead team to support the Purchase Order/SE management for the SC Delivery Marine team and manage any related issues with the Contract Holder and where necessary, with the Vessel Owners.

13. Proactively look for opportunities to reduce waste in operations whether through elimination of plastic, reduction of general waste or any other creative ideas supporting the Respecting Nature theme of the Powering Progress strategy.

2. Staff ~ 10-15 Contractors (office admin, reception, mail, cleaning service etc)

Skills & Requirements :
1. Experience in Pre & Post Award Contract Management, financial planning & budget allocation and is attentive to details and accuracy.
2. Good planner, creative, highly driven, patient, motivated with a \xe2\x80\x98can do\xe2\x80\x99 spirit able to set own work agenda towards improvement/refresh of LSB facilities.
3. Good influencing and communication skills is a \xe2\x80\x98must\xe2\x80\x99 in managing business partners expectations, building \xe2\x80\x98win-win\xe2\x80\x99 relationships with Contractors (especially when involving change orders and negotiation).
4. Uncompromising on HSSE, ethics & compliance, with a continuous improvement, and simplification mindset.
5. Understand the end-to-end process in the Supply Base and seek to bring new ideas towards the betterment of the work environment and uplift the community spirit in LSB.
6. Able to look ahead, think strategically whilst still focusing on day to day delivery.

7. This role is designated as a HSSE Critical Leader in LSB.

Additional Information:
1. Must be able to manage internal demands for speed and action on facilities management against Contractors timelines.
2. Embed in Contractors a culture of timeliness of delivery in line with LSB\xe2\x80\x99s policies and procedures, and ensure that services rendered to various teams onsite are effectively managed with due consideration to cost effectiveness.
3. Plan, coordinate and control the performance of the LSB\xe2\x80\x99s operating budget against the services (including facilities) provided by the contractors.
4. Consistently remind work order processors and vendors on timely closure of work orders and submission of invoices for prompt and up to date expenditure.
