Based in KL, this position is responsible for overseeing Mubadala Energys supply chain management function across its Malaysian operations. Management and execution of procurement strategy
Manage the selection of the commercial purchasing/contracting strategy for the procurement of appropriate goods and services.
Conduct the procurement process for significant goods and services, delivery requirements, performance and reliability expectations while optimising the cost of materials and services.
Monitor bid processes, oversee the preparation of bid packages and participate in the awarding of final contract decisions.
Ensure all relevant business policies and procedures are complied with. Managing supply chain projects
Initiate, manage and support significant projects and categories and optimise the use of resources to ensure that MEs objectives are met in a cost effective manner. Management of suppliers
Oversee the strategic evaluation and management of suppliers, ensuring a rigorous process of selecting and negotiating with suppliers is followed in order to arrive at the most commercially reasonable and beneficial outcome for ME.
Effectively manage individual local and regional key supplier relationships to obtain maximum value for all parties concerned. Management
Lead, manage, motivate and develop direct report to ensure a high degree of individual competence and professionalism is achieved and displayed.
Analyse the efficiencies and performance of the supply chain and develop meaningful performance metrics to facilitate benchmarking and measurement of continuous improvement initiatives.
Drive the ME culture and behaviours across the SCM team. Market knowledge
Maintain awareness of market developments in purchasing techniques, product technology and supply market activity in order to identify and exploit commercial opportunities.
Maintain an up-to-date and expert knowledge of the procurement industry including local legal requirements, governmental and Petronas rules and regulations related to contractual documents, performance of contract work and QA requirements. Leadership
Lead the SCM Team in Malaysia Business Unit.
Leads the on-boarding of new SCM staff and the key stakeholders who are required to support SCM approaches to the external market, coaching as necessary.
Communicates regularly with key stakeholders to ensure alignment of objectives and to build a clear understanding of business requirements for third party spend on goods and services.

Supports Functional Head, contributing to the development of category strategies, plans and priorities, and identifying opportunities to leverage value or mitigate risk from changes in markets (e.g. technology developments, supplier consolidation) which substantial impact/benefits for the Malaysia Business Unit.
Implements sourcing initiatives that ensure delivery of business plans and category strategies. Sourcing
Manages sourcing activities, prioritising and rebalancing against business objectives.
Leads the full sourcing process which includes development of scope, supplier selection, commercial negotiation, risk mitigation and contract execution, ensuring the appropriate business involvement at all stages of the process.
Ensures application of an end-to-end (TCO) view in all sourcing decisions.
Shapes contractual terms and conditions, involving legal when required, employing best practice in contracting methods to manage risk and maximise value.
Identifies opportunities and realises value through effective use of strategic cost management tools (e.g. should cost analysis, eauctions).
Drives, supports and promotes the use of SCM common process. Material Management
Manages the material requirements, including inventory management, warehouse management and inbound logistics. Contract Management
Supports the implementation of new contracts and change of supplier, ensuring efficient management of change and in particular effective handover to and understanding of contract terms by front line supervisors.
Supports compliance to Mubadala Petroleums contract managements procedures and standards
Actively participates in supplier performance management, including ongoing contract management and control, collation of performance data, and planning and execution of supplier meetings. Job Requirements
Knowledge: Bachelors Degree in procurement or engineering and an expert knowledge of procurement procedures, protocols and guidelines. Knowledge of the Oil and Gas sector in Malaysia. Strong procurement networks within the Malaysian oil & gas industry.
Experience: 10-15 years experience in a similar role, preferably in the oil and gas industry with significant exposure to bid design and negotiation of which at least 5 years must be at a supervisor/leadership level.
