About the job Senior Engineer, Measurement, Allocation and Production Planning

ROLE PURPOSE:

Reporting to the Team Lead, Production. The Senior Measurement, Allocation and Production Planning Engineer is responsible for the day to day operations of the following:

  • Metering systems and instrumentations;
  • Hydrocarbon allocation & accounting;
  • Production planning; and
  • Operations reporting.
Responsible for Metering & Measurement, Hydrocarbon Allocation, Accounting & Reporting and Production Planning, the candidate represents Mubadala in various technical and commercial forums.

Focal person interfacing with external stakeholders and host governments representatives.

On behalf of Production Operations, collaborate within Mubadala Petroleum organization, i.e. with Finance/Commercial/Maintenance/Subsurface/Wells Department teams.

KEY ACCOUNTABILITIES:

Metering & Measurement, Hydrocarbon Allocation, Accounting & Reporting
  • Responsible for allocation metering, operational metering, well testing measurement i.e. wet gas flow meter, and all measurement devices on operating assets. Being entirely conversant with the technologies, processes and practices in relation to the specialized equipment.
  • Responsible for developing and maintaining Measurement and Allocation plan that covers all key activities in line with the industry best practices.
  • Identify risks and plan for mitigations and improvements on measurement accuracy, allocation recovery factor and regulatory compliance.
  • Act as the custodian on the production data/allocation system and allocation methodologies. Identify and plan projects to design or improve data capture, reporting and related analysis. Liaise with IT, Production Operations, Subsurface teams on relevant issues.
  • Support engineering department on any modifications of primary measurement element, control system upgrades, quality measurement system, change of standards in the calculation of measured quantities.
  • Develop and implement changes required to the allocation algorithms related to facilities upgrades, new field tie-ins and/or well configuration changes. Liaise with host government regulatory bodies to gain necessary approvals.
  • Oversee service contracts and arrangement of vendors for allocation metering and sampling analysis as part of hydrocarbon allocation MTAB requirements.
  • Manage validation and calibration activities as per UGSA requirements and approve validation reports.
  • Prepare annual WP&B for measurement, allocation and accounting services and activities.
  • Responsible for any audits related to production allocation to ensure consistency of hydrocarbon production e.g. conduct validation test check of GMS as per UGSA.
  • Oversee the monitoring of daily Meter Ticket and data entry into HyPAS; verify and approve production & allocation data and hydrocarbon volumes to be invoiced to Buyer and support Finance on this matter.
  • Responsible for irregularity/mis-measurement cases and findings and propose resolutions and present in Metering Irregularity Committee Meeting (MICOM).
  • Prepare and provide all necessary analysis, allocations, reports and presentations relating to measurement and allocation to partners, regulatory bodies, corporate and other stakeholders
Production Management & Planning
  • Manage production nominations, short term production planning and planned/unplanned shutdowns.
  • Manage day to day gas delivery to downstream customer, MLNG. Amongst key responsibility, to ensure optimized gas sales is given to Pegaga and make good of the sales volume whenever opportunity arises.
  • Monitor gas production and delivery as stipulated in UGSA. Provide management summary on Sarawak gas production and demand outlook, including analysis of annual contract year end conciliation (surplus, shortfalls etc.).
  • Assist in developing Annual Gas Delivery (AGDP) for each Contract Year, together with Subsurface and Commercial.
  • Focal for GODC, SK AIS forum.
  • Responsible for roles and responsibilities as stipulated in UGSA RACI MY-PG-GV-CA-CHK-0003
Operations & Reporting
  • Responsible for review sessions relating to measurement and allocation e.g. IOM, OCM, TCM, AMiR and etc. as per PSC JV partners and the PETRONAS regulatory body (MPM) requirements.
  • Support offshore production representative and onshore team on metering and measurement related issues.
  • Participate in risk management and mitigation discussions and identify key risks and opportunities.
  • Review OPEX cost share allocations and reconciliation prior to payment approval (MSA) as per Annualized Gross Production Ratio (AGPR).
  • Manage records as required for compliance purposes.
  • Oversee daily production data and reporting in Avocet system i.e. well back allocation, production loss management system (PLMS), internal and external DOR and DataGrab.
Health, Safety, Quality & Environment: -
  • Ensure compliance to all relevant Health, Safety, Quality and Environmental management procedures and controls across the engineering plan to guarantee employee safety, legislative compliance, delivery of high-quality products/service and a responsible environmental attitude.
  • Comply to all Mubadala Petroleum, PETRONAS MPM and regulatory approved standard and procedures.
KNOWLEDGE, SKILLS & EXPERIENCE:

Knowledge:

A Degree in Engineering is required.

Experience:
  • Minimum 10 years of upstream O&G industry experience in a Measurement, Allocation and Accounting related role.
  • Excellent knowledge of measurement and allocation best practices, technologies and instrumentations is essential.
  • Fully conversant with PPGUA requirements and international standards relating to measurement and allocation and good understanding of Contractors obligations under a PSC and JOA.
Skills:
  • Good communication skills in English, good trouble shooting, analytical and problem-solving skills.
