KEY ACCOUNTABILITIES:

  • This position will be assigned primary responsibility for the effective delivery of legal services to one of the SEB Group\'s business units (SEB/SESCO/SEB Power Generation/SE Resources) at the discretion of GM, Legal and under the guidance of a Legal Manager.
  • To manage and ensure corporate compliance vis-a-vis the statutory and legal provisions applicable to the conduct and operation of the assigned business unit(s), reporting to GM, Legal or higher on any breach.
  • To manage governance and compliance aspects in managing affairs within internal business unit(s) and within SEB Group.
  • To negotiate on contract and draft any legal documentation required by the SEB Group.
  • To monitor emerging laws and trends and prepare advisory to be circulated to SEB Group.
  • To provide advice on legal and operational aspects of the assigned business unit(s) including but not limited to electricity business matters, corporate financing, company laws, land and wayleave matters, contract management issues, ICT, land and property matters etc.
  • To handle all disputes involving the assigned business unit(s) in a cost-effective manner and in the best interests of the SEB Group as a whole.
  • To establish and maintain close contacts or good rapport with relevant government or statutory bodies, consumers and relevant parties to ensure compliance and achievement of goals and objectives.
  • Supervise external advocates and solicitors in the management of legal issues.
  • Provide regular comprehensive status reports to GM, Legal.
  • To draw up and work with a budget for Legal Services for the assigned business unit(s).
  • To proactively contribute to the development of best practices and procedures for the Legal Division.
  • To provide specialist legal advice to all SEB business units/other lawyers as required.
  • To plan and develop KPIs relevant to Legal Services to their assigned business unit(s).
SPECIAL ASPECTS/MAJOR CHALLENGES OF THE JOB:
  • To perform all tasks in line with the Information Security Quality Manual (ISQM) and the ISMS roles and responsibilities procedure.
  • To perform all tasks in line with the Information Governance Policy Suite and Guidelines.
  • The Senior Legal Officer (I) must be proactive and capable of handling and managing legal disputes with the opposing party or their legal representative prior to obtaining external legal assistance from panel of law firms.
QUALIFICATION & WORK EXPERIENCE:
  • Bachelor of Laws.
  • Advocate of the High Court of Sarawak.
  • An advocate who has been entered on the rolls of the High Court of Sarawak & Sarawak and who has been in active private practice or with the office of any Regulatory Authority in a legal role.
  • Broad and extensive experience with a minimum of 8 years in:
i. Preparation, drafting, perusing of contracts etc.
ii. Liaising with Government Departments and Authorities.
iii. Advising on regulatory compliance issues and resolving the same.
iv. Managing compliance related issues within internal stakeholder and inter-companies
v. Risk assessment skills.

SKILLS:
  • Considerable knowledge of the preparation of legal documentation.
  • Considerable knowledge of fundamental subjects in law, especially land law in Sarawak and commercial related issues.
  • Considerable knowledge of managing inter-companies issues.
  • Considerable knowledge of research and analysis methods as well as the nature and use of tools of legal study.
  • Ability to interpret and apply laws, rules, regulations and best practices relative to work.
  • Ability to quickly assimilate oral and written data, to analyze facts and draw logical conclusions.
  • Ability to formulate legal opinion and convey advice in a clear and concise manner to non-legal personnel.
  • Ability to work effectively in accordance with internal/external governance and compliance requirements.
  • Ability to maintain records, and prepare reports and correspondence related to the work.
  • High proficiency in oral and written English.
  • Proficient in preparing documents in Microsoft Word and Microsoft Power Point applications.
  • Able to draw up and work with a budget for Legal Services.
