Responsible for all SBG/SFG testing services under the RHB Banking Groups inclusive Regional Offices and overseas branches.
Lead and manage large scale, complex., high cost program successfully and add the highest value to the organisation in software testing.
Develop and set the strategy directions for the program and align the program to business and organizational objectives
Identifies cross business unit optimization opportunities and drives improvement effort in order to improve operation efficiency as per RHB Group target.
Lead, supervise and manage Test Environment Manager, Senior Test Engineer, Test Automation Engineer, Test Engineer, contract resources, vendors under the program/section. Building up and leading the Testing Team to the success of project.
Recognized as strategic leader across RHB group at Enterprise level. Acknowledged as subject matter expert in technical testing, test architecture, test automation, guideline and policy.
Build strong stakeholders relationship both with internal and external, influence stakeholders ensuring it is aligned to organizational objectives.
Manage the communication on updates to Senior Management, PSC, SBG/SFG Heads, SBS/SFS of the test architecture, test progress, test strategy, test audit, and training
Establish Enterprise level of Test Methodology, Performance Test Framework, Test Automation
Frameworks (i.e. best practices) in order to align with the business and organization objective
Develop training plan and career advancement for the staff. Coach and guide staff to meet the plans
Manage and own the Bank's test environments for critical applications and test environments for testing tools.
KEY RESPONSIBILITIES:
Provide technical advices to Project stakeholders (i.e. Project Sponsor, Project Director, Project
Manager, Business Users, Application Development team, Infrastructure team, IT Security team)
pertaining to technical testing such as performance test, data conversion, migration testing, software automation testing and Operational Readiness Testing (ORT).
Establish and execute effectively the Test Governance Framework in order to address Audit, Risk and Compliance matters (i.e. BNM guidelines, and/or other regulatory bodies) during the execution of IT projects, working closely with the Project Managers
Develop KPIs to track efficacy of test environment delivery efforts
Drives resolution of difficult situations pertaining to technical testing that have significant business impact in RHB Group (across LOBs and Regions)
Implement Testing processes for TCOE setup at the program and project level by collaborating with all internal and external key stakeholders
Develop and execute efficient communication strategy for ensuring communication with all levels of management within the team.
Drive and implement the use of automation testing tools and performance testing tools across technology platforms to ensure the team stay current on emerging tools, techniques, and technologies.
Defines the metrics to be collected to monitor the performance and effectiveness of testing for a program or organization
Be the Subject Matter Expert in technical testing to manage staff activities in providing solutions and solving complex business/technical issues within established policies.
Identifies and recommends improvements to methods and standards for a programme or organization through an assessment of current testing practices (e.g. test environments, test automation framework), and supports implementation of recommended improvements
Ensure that seamless test environment support is provided & avoid test environment downtime
People / Resources
Mentor / coach the resources on testing processes to ensure they are able to advance their career in Testing industry
Supports team in execution of responsibilities removing barriers when necessary especially in technical test
Retain skilled testing personnel to ensure the team is able to deliver task efficiently and in-line with the team goal.
Manage the team cost to lower cost that is in line with the Group's cost saving initiatives
Responsible for the administration, supervision, coaching, appraisal, development and performance management of staff working in the Section.
Maintain Section and Team structure sufficient to meet and support the Group Projects aligned to Group goals and Vision
Constant review and ensure the projects undertaken by team members meeting the Testing goals and objectives
Manage and develops team staffing plan, identifies hiring need, develops the position description, conduct recruitments
Manage suppliers' contract, drive contracts discussion with suppliers, identifies the areas of negotiation, facilitate the negotiations sessions with suppliers

REQUIREMENTS:
Formal Education:
Bachelor's degree in computer science, IT, business or any related discipline
Professional Accreditation (ISTQB), one or more:
CTFL-TA (Certified Test Foundation Level - Test Analyst) (*mandatory)
CTFL-AT (Certified Test Foundation Level - Agile Tester)
CTAL-TM Certified Test Advanced Level - Test Manager) (*preferred)
CTAL - TTA (Certified Test Advanced Level - Technical Test Analyst)
Preferred level of Experience (by years/function/industry):
Minimum 13 years' experience in test management, systems development lifecycle, with successful track record in leading, managing and delivering IT projects/program in technical testing, test infrastructure and tools.
At least 10 - 12 years of working experience in Banking/Financial Institution environment and possesses business acumen and strategic planning abilities
Has experience to manage a large team size of staffs (direct employee). Leading a team of Test Management Professionals comprising Test Environment Managers, Test Leads, Test Automation Engineers, and Test Engineers
Has experience in a wide variety of testing efforts, techniques and testing tools for functional and technical
At least 5-10 years of experience in leading large IT program teams in Banking related domains in testing areas
Technical Leadership and experience with agile
Highly competent is managing stakeholders and coordinating tasks among developers, IT personnel and vendors.
Other skills required:
Knowledge of all aspects of the software engineering process (i.e. Project SDLC) in Agile methodology and Waterfall methodology
