Job Summary We are looking for a person with experience in the complete cycle of the software development lifecycle (SDLC) including business systems analysis and client management. Ideally, it suits an IT person who has experience in solution delivery but now want to move on to a more strategic scope engaging at state and industry level to conceptualize technology solutions. Solution experience should include technologies like enterprise blockchain, big data analytics and machine learning. We are a newly formed State government agency tasked to accelerate efforts towards both, a digital economy and society. In this digital transformation journey, there are many interesting and innovative projects to engage civil society as well as enterprises to drive digital adoption and to create new experiences. It is a start-up opportunity for a visionary that wants to get hands-on to drive significant and impactful change to society. The candidate understands the frictions of change while developing pragmatic ethical action-oriented strategies to translate requirements into solutions. It is a role that would require experience in multiple cycles of solution deliveries from conception through rollout and support. Responsibilities: Drive the GovTech agenda in aligning systems design and data architecture. Foster relationship and collaborate with other stakeholders, state, and federal agencies, to develop strategic solutions that would drive digital transformation within a technology driven policy framework. Facilitate workshops with key stakeholders such as Mayor, State Secretary, Exco, to brainstorm and seek opportunities to evangelize digital transformation. Frame issues based on quantitative research and developed hypothesis and models to articulate possible solution choices. Lead product management by driving adoption of delivered solutions and tracking user experience and metrics. Articulate business requirements and translate into conceptual design of systems, develop functional specifications for product design and development. Experience in systems analysis and design of government or city council systems an advantage. Experience in the development of data driven analytics platform is an advantage. Requirements: Able to direct and manage internal and external development programs Extensive knowledge in business analysis, software development and design architecture. Possess exceptional creativity and analytical problem-solving skills, organisation leadership and project management skills. In-depth knowledge in current development frameworks, multi-cloud infrastructure and microservices. Advanced knowledge and understanding of JavaScript and JavaScript libraries. Applied solution knowledge of AI/ML, blockchain and other current leading technologies. Fluent in Bahasa Malaysia and English (both verbal and written). Comfortable with public speaking and communicating. Qualifications: Bachelor\xe2\x80\x99s degree in business, Computer Science, Software Engineering, Information Technology; master\xe2\x80\x99s degree is an advantage. Proven work experience as a Solution Architect or Technology Lead or similar role; at least 7 to 10 years of experience from delivery and design of solutions from conception through rollout and support (Complete SDLC).
