Job Description

Key Responsibilities & Accountabilities



1. Technical Maintenance and System Oversight



Oversee and perform hands-on maintenance of all Mechanical & Electrical (M&E) systems, including LV electrical systems, air-conditioning, fire protection systems, fire alarms, and lift systems, including but not limited to: Air-Conditioning and Mechanical Ventilation (ACMV) / HVAC systems Electrical systems, lightings, and backup generators Plumbing, water systems and civil works Building fabric, landscape and infrastructure General hygiene and pest control management
Conduct daily inspection, identify faults, and raise maintenance tickets for prompt rectification, assigning tasks and overseeing completion of repair, upkeep and facility improvement.

Perform routine checks on voltage, power factor, and meter readings: monitor and maintain cooling system logs. Execute bi-weekly test runs and preventive maintenance on generator sets; assist in the renewal of the Generator Set Certificate with TNB and coordinate all other preventive maintenance works. Ensure all electrical-mechanical systems operate as designed and to their maximum efficiency while ensuring all facilities comply with safety regulation supported by tested emergency response drills and readiness. Maintained accurate records of maintenance activities, service report, asset inventories and maintenance logs. Assist in budget planning for building maintenance and improvement. Clean, perform minor repairs, and replace components on electrical-mechanical equipment.

2 Maintenance & Operational Management



Provided on-site support during events, including setting up electrical connections, furniture arrangement, and logistic coordination. Responded promptly to emergencies, including power failure, equipment malfunctions and facility damage, minimizing downtime. Liaised with departments to address facility-related concerns and improvement. Manage a Computerized Maintenance Management System (CMMS, where applicable) to track all work orders, asset history, and inventory. Ensure all reactive and emergency maintenance requests (via FRESHSERVICE system) are prioritized and resolved promptly and efficiently. Manage and coordinate with outsourced service providers, and review of contractual agreements that meeting service quality standards, timeliness and budget. Manage relationships and service level agreements with key vendors, suppliers, and contractors, ensuring value for money and quality service. Ensure performance KPIs are met, and contract renewals are based on quality delivery and cost-effectiveness.

3. Asset & Lifecycle Management



Assist and maintain a comprehensive and accurate register of all institutional fixed assets under the department's purview. Assist with planning, monitoring and tracking of all assets prior to disposal by obtaining approval from the Bursary. Manage fixed asset lifecycle, planning, while minimizing disruption to operations when asset being replaced or under repair. Manage the inventory of critical spare parts and maintenance supplies.

4. Compliance, Safety and Administration



Ensure full compliance with all relevant Malaysian legislation, including but not limited to:

Uniform Building By-Laws (UBBL) 1984

(new building projects)

Street, Drainage and Building Act 1974

(building compliance)

Occupational Safety and Health Act (OSHA) 1994

(assisting Security Manager)

Fire Services Act 1988

(and compliance with Bomba requirements)

Environmental Quality Act 1974

(assist with ESG related initiatives)

Factories and Machinery Act 1967

(where applicable)

Electricity Supply Act 1990

(Suruhanjaya Tenaga) Other local council by-laws and regulations. Represent DAFM and work closely with Safety and Health Officer (SHO) and Security Head to meet safety standards, practices and reporting. Actively participating as committee member of the Emergency Response Team (ERT), as in planning, coordinating, scheduling, audit, assessment, drills, and training. Maintain systematic and accurate records for all maintenance activities, service reports, asset inventories, contractor logs, for audit purposes. Liaise with utilities providers (TNB, Gas Malaysia), local authorities (DBKL/MBSA/MBPJ), and government regulatory bodies on compliance and service issues. ESG Initiative: Champion environmental sustainability initiatives, such as energy conservation, water saving, recycling programs and other programs implemented by the University from time to time, eg. manage energy-saving initiatives, including power usage monitoring and recommending/system upgrades like LED lighting retrofits.

5. Risk Management



Assist with the development, review and maintenance of various policies together with Head of Department - Maintenance, Health and Safety, Security and Environmental. Ensure that the University meets best practices in risk management. Ensure statutory compliance with local council and state legislation by conducting risk assessments, monitoring performance and reviewing procedures.

6. Other Projects, Duties and Responsibilities



Coordinate logistics for events, including setup/teardown of event setups, equipment installation, signage, power supply, and temporary facilities. Be responsible and accountable on other assigned projects from time to time. Other duties as required.

Pay: RM2,550.00 per month
