Job Description

Training Strategy & Planning



Develop and execute an overall training strategy aligned with NIISe project objectives and timelines. Conduct training needs analysis for different user groups (e.g., frontline officers, supervisors, administrators, technical teams). Prepare detailed training plans, schedules, and resource requirements.

Training Development



Ensure training content complies with Malaysian government standards, immigration policies, and data security requirements. Customize training programs to accommodate system updates, enhancements, and regulatory changes.

Training Delivery



Manage and coordinate classroom, virtual, and on-the-job training sessions nationwide. Deliver high-quality training sessions for key users and trainers (Train-the-Trainer programs). Ensure consistency and effectiveness of training across all locations and user groups.

Stakeholder Coordination



Work closely with Immigration Department of Malaysia (JIM), project teams, vendors, and system integrators. Act as the main point of contact for all training-related matters within the NIISe project. Support change management activities to facilitate user adoption of the system.

Monitoring & Evaluation



Assess training effectiveness through evaluations, feedback, and performance metrics Identify gaps in knowledge and recommend corrective actions or refresher training. Prepare training progress reports and documentation for project governance and audits.

Compliance & Quality Assurance



Ensure training processes align with government regulations, ICT standards, and project governance frameworks. Maintain accurate training records, attendance logs, and certification documentation.

Education



Bachelor's degree in education, Information Technology, Human Resources, or a related field

Technical Skills and Competencies



Strong knowledge or experience with immigration systems, government digital platforms, or public sector technology projects is an asset. Proficiency in MS Office, MS Project Professional (MPP), e-learning platforms (e.g., Moodle, Zoom, MS Teams), and basic IT troubleshooting. Excellent communication, presentation, and interpersonal skills. Ability to work independently and in cross-functional teams under tight deadlines.
