Job Description


The Assistant Manager, Academic Quality will be a member of the Academic Quality team, which is a section under the Registry and Academic Support department at HWUM, responsible for providing professional advice and support for the maintenance of academic standards and quality of programmes at HWUM, as well as monitoring HWUM operations to ensure compliance with the Malaysian Private Higher Educational Institutions Act (Act 555) and other policies by the Malaysian Ministry of Higher Education (MOHE). The Assistant Manager, Academic Quality will ensure the administration and conduct of quality assurance activities meet the local authority requirements, which include the Malaysian Qualifications Agency (MQA), MOHE, professional bodies and other agencies; and also quality assurance requirements of HWU and the Quality Assurance Agency for Higher Education (QAA) UK. The post holder will work in collaboration with relevant staff at all HWU campuses, especially the Academic Quality team in Edinburgh campus and Heads of School/Programme Directors within HWUM, facilitating the operation of HWU global quality procedures. The Assistant Manager, Academic Quality will be required to participate in other activities administered by the Academic Quality team, including but not limited to any programme/institutional approvals, accreditation audits, academic reviews and rating for higher education institutions in Malaysia (SETARA). This post holder will report to the Senior Manager, Academic Quality at the Malaysia Campus. Key Duties and Responsibilities 1) Apply knowledge of Quality Assurance policies and procedures, explain to staff, and provide an expert point of reference. 2) Coordinate data collection and internal audit activities for SETARA Rating System for Malaysian Higher Education Institutions; ensure all documentations meet requirements and are submitted to the secretariat according to intended deadlines. 3) Coordinate in collaboration with the Quality Manager, based in Edinburgh campus, to ensure a coordinated approach to work on Global Academic Review on a regular basis an agreeing priorities and actions to be taken forward are identified and met and that compliance is planned and maintained. 4) Coordinate academic reviews at HWUM; ensure all documentations meet requirements and are submitted to the relevant authorities, professional bodies and/or agencies according to intended deadlines. 5) Participate in the development and review of the University quality, standards and regulatory frameworks, ensuring that they are aligned with the government and/or professional agencies in Malaysia. 6) Plan and effectively manage projects, so that resources are used efficiently, and progress is monitored against plan. Escalate potential issues or barriers to the Senior Manager, Academic Quality. 7) Provide support in programme approvals/accreditations/reviews. Actively input, both professionally and technically, to assist in the decision making process, when necessary. 8) Act as the quality assurance link between Malaysia campus and the Academic Quality team at Edinburgh campus, develop and maintain professional communications with Schools; ensure a coordinated approach to work on quality assurance processes and regulatory compliance activities. 9) Liaise with external government and professional agencies; ensure that HWUM acts in compliance with the relevant external regulatory frameworks, including MQA and MOHE. 10) Assimilate, analyse and evaluate a wide diversity of information in order to inform activities, propose solutions and identify issues of relevance to Academic Quality for the University. 11) Work collaboratively with team members to resolve issues and/or concerns. 12) Undertake explanations and presentations on how to carry out activities related to Quality Assurance at Academic Quality; share knowledge on policies and procedures. Person Specification Education & Qualifications Essential: Degree or equivalent Experience Essential: At least 3 years relevant experience working in a higher education environment. Knowledge of private higher education Quality Assurance, MQA, MOHE and other government agencies. Desirable: Experience in dealing with UK University or Foreign University Competencies, Skills & Knowledge Essential: Able to work independently, with minimal supervision. Excellent written and verbal communication in English. Able to draft official letters in Bahasa Malaysia and English. Attention to detail Well-versed with Microsoft Office applications, such as Word, Excel and PowerPoint Effective team working skills Self-motivated, organised and independent; able to prioritise work whilst maintaining quality High degree of commitment to meet deadlines Has technical experiences with Office 365 and creative in video/written content for effective delivery of information Desirable: Awareness of cultural differences between Malaysia and UK Special Factors (if applicable) Essential: Ability to assimilate, analyse and evaluate a wide diversity of information in order to inform activities, propose solutions and identify issues of relevance for the University.
