To serve as the primary point of contact and relationship manager between the company and all relevant government authorities, regulatory bodies, and local agencies in Selangor and at the federal level. This role is critical in ensuring seamless compliance, facilitating approvals, and fostering a positive, cooperative environment to support our operational and strategic objectives.
Key Responsibilities:
1) Liaison & Relationship Management:
Act as the official representative and key contact person with authorities including, but not limited to: MIDA, DOE, JKKP (DOSH), BOMBA, local councils (e.g., MBSA, MPS), ST, and other relevant ministries.
Build and maintain strong, professional relationships with key personnel in these agencies.
Proactively engage with authorities to understand new regulations, policies, and procedures.
2) Permit & License Management:
Lead the application, renewal, and amendment processes for all critical permits and licenses (e.g., Factory License, DOE approvals, Boiler & Pressure Vessel permits, Fire Certificate, EIA requirements).
Ensure all documentation is accurate, complete, and submitted in a timely manner.
Track expiry dates and initiate renewal processes well in advance.
3) Compliance Monitoring & Reporting:
Monitor changes in laws, regulations, and by-laws relevant to manufacturing, environment, safety, and trade.
Advise internal departments (Operations, EHS, Engineering, Logistics) on compliance requirements.
Prepare and submit mandatory reports and documentation to authorities as required.
4) Issue Resolution & Facilitation:
Address and resolve any queries, notices, or issues raised by authorities promptly and effectively.
Facilitate and coordinate official inspections, audits, and visits from government agencies.
Act as a mediator to resolve any potential conflicts or misunderstandings with authorities.
5) Internal Coordination & Advisory:
Communicate regulatory updates and their implications to management and relevant departments.
Collaborate with internal teams to prepare necessary documentation or implement changes required for compliance.
Organize briefings or training sessions for staff on regulatory matters when needed.
Qualification:
A Degree in engineering (Chemical/Mechanical/Environmental), Law, Business Administration, Public Policy, or a related field.
Minimum of 5 years of proven experience in a similar liaison, regulatory affairs, or government relations role, specifically within a manufacturing environment in Malaysia.
Experience in the glass, ceramic, or heavy industry is a distinct advantage.
In-depth knowledge of Selangor and Malaysian federal regulatory frameworks is essential.
Skills & Competencies:
Exceptional verbal and written communication skills in Bahasa Malaysia and English.
Strong interpersonal and negotiation skills with a proven ability to build trust and rapport.
Excellent administrative and organizational skills, with meticulous attention to detail.
Ability to interpret complex regulations and communicate them clearly.
Proactive, resourceful, and able to work independently with minimal supervision.
Discreet, diplomatic, and able to handle confidential information.
Other Requirements:
Must possess own transport and be willing to travel to various government offices within Selangor and occasionally to Putrajaya/Kuala Lumpur.
Existing network of contacts within relevant Malaysian government agencies is a significant advantage.
