• Support relevant stakeholders in development of FEL1 project deliverables inclusive of preliminary project design, preliminary project schedule, preliminary cost estimate to assist in options identification activities in FEL1.
• Ensure timely and high-quality technical input for option identification and development in FEL1.
• Lead transmission projects front-end loading activities for Concept Phase (FEL2), to ensure the timely completion of all required Front-End deliverables to meet the DG2 approval timeline, in compliance with SEPM, MOA and other SEB policies.
• Lead transmission projects concept design engineering activities (e.g. technical feasibility studies, development of design layouts & parameters and finalization of scope of works etc.)
• Lead and manage the procurement and contract administration process for engagement of any Consultancy Services required for transmission projects during Concept Phase.
• Lead and perform site surveillance at identified project site locations and compile the site observations and findings into a Site Appraisal report for input to Concept Design.
• Lead concept evaluation and option selection process based on project priorities and trade-offs, while taking into consideration HSSE, quality, cost, time.
• Lead and facilitate technical workshops and focused group meetings with relevant stakeholders to finalize the development of Front-End deliverables.
• Lead engagement sessions with regulatory authorities, local community leaders, customers, and other external stakeholders to obtain support for transmission projects.
• Lead the preparation of Decision Document Package (DDP) and any management paper required for DG2 approval, inclusive of presentation materials to management.
• Support relevant stakeholders in development of FEL3 project deliverables inclusive of providing technical inputs for tender preparation, participating in FEL3 risk, and interfacing workshops and following up on the closure of any DG2 gaps brought over to FEL3.
• Monitor FEL2 project progress and chair project progress meetings with the FEL Cross-Functional team to align targets and expectations.
• Provide monthly reporting for FEL2 project status updates and action plan to management.
• Lead continuous improvement initiatives on transmission Front End Loading procedures.

• Able to communicate and maintain strong networking with key project stakeholders: - both internal (eg. SCD, Transmission & Distribution AO, L&W, Finance etc.) and external (eg. Land & Survey, JKR, MUT etc.)
• Able to rapidly adapt, respond to and mitigate the impact of any project changes while conforming to the latest requirements from internal and external stakeholders.
• Must demonstrate high learning agility to not only be knowledgeable on technical aspects of projects but also other key non-technical aspects (eg. commercial, ESG, sustainability etc.)
• Self-motivated, goal-driven and have the tenacity to resolve any project issues to achieve project targets consistently.

QUALIFICATION & WORK EXPERIENCE (KNOW-HOW):

• At least 7 years of relevant work experience in Transmission or Distribution project planning / engineering design / project management field.
• Degree in Electrical Engineering with CGPA above 3.0.
• Must possess proficiency in English, strong presentation skills and good report writing skills.
• Able to demonstrate strong leadership skills by leading the FEL Cross-Functional team to meet project deadlines and take accountability of the entire project performance
