SCOPE OF SERVICES:

• To conduct security risk assessment for Baleh HEP and implement measures to mitigate all security risks
• To develop and implement Security Management Plan including Security Emergency Management plan for Baleh HEP
• To manage Baleh HEP Security System and Operation; control access / egress at all Security Control Points, conduct screening of site personnel, security surveillance to detect and mitigate threats, etc.
• To manage the security of Explosives Magazine, monitor the storage, inventory record and proper issuance of explosive materials, including ERP in compliance with CIMAH Regulation 1996.
• To review Security Management Plan submitted by Contractors and ensure proper implementation
• To develop and implement security compliance register in respect to contractual and regulatory requirements
• To develop security audit plan and lead the audit including manage unannounced spot checks on site personnel to prevent unauthorized entry or worker without valid work pass.
• To lead in the enforcement of SEB Security Management System (SEMS), Security Golden Rules (SGR), site security and traffic rules, site rules and the relevant regulatory requirements including to manage control of crowd during major site events, workers conflict or disorderly conduct and threatening behaviors etc.
• To lead in security incident investigation, notification, reporting and implement corrective and preventive measures
• To compile and analyze security performance including intervention plan, prepare monthly security report and presentation.
• To lead in Contractor\'s engagement and Monthly HSSE Meeting on security matters
• To manage stakeholders such as PDRM and all the relevant authorities including provide reports as required.
• To develop and implement security manpower plan, resource plan, and training plan.

THINKING ENVIRONMENT & CHALLENGES (PROBLEM-SOLVING):

• The position is site base and require strong leadership to independently carry out security operation at any time.
• To handle multi-international contractors to ensure effective site security management involving 3,500 or more workers from locals and foreign countries.
• To liaise and resolve security related issues with the PDRM and other stakeholders
• Good ability to lead tactfully and effectively with a wide range of different individuals and groups.
• Able to work independently, pro-active, and self-motivated.
• Able to work under pressure, possess a mature attitude including a team player and able to motivate his team.
• Must be strong in self-discipline with positive working attitude.
• Able to conduct training or briefing on security subject matters.

QUALIFICATION & WORK EXPERIENCE (KNOW-HOW):

• Malaysian Citizens of age 25 and above.
• Minimum a Degree holder from a recognized university preferable in project security management or related construction management.
• Able to plan and lead in execution of command or instruction
• Able to communicate well in Bahasa / English / Iban / Chinese.
• Good ability and confidence in handling people in challenging security situation involving various stakeholders of different nationalities and background.
• Must be physically and mentally fit with no record of any criminal offence.
• Hold a valid Class D driving license.
• At least 5 years working experience as security executive or higher position preferable in major construction sites.
• Preferably with PDRM / Armed forces experiences, with rank of Inspector/Captain or higher.
