Role Responsibilities

The Data Conduct team under CFCC performs second line activities in scope of the Data Management Policy (Data Quality, Records Management, Privacy, AI Ethics & Cross Border Data Sharing). The Data Conduct \xe2\x80\x93 Data Quality team plays a pivotal role in performing second line responsibilities specifically for Data Quality. RESPONSIBILITIES*

  • Assess adequacy of control design and oversee implementation of the Data Quality Management Standards
  • Support Compliance Advisory on data related residual risk assessments where the potential failure (risk) is related to one of the Data Management risk sub-types (data quality, privacy, records etc)
  • Support the Co-Head, Data Conduct in developing MIS to enable effective monitoring of control implementation, including appropriate risk appetite metrics.
  • Support the relevant SMEs in creating a holistic view of data related risks for each area
  • On request from Compliance Advisory teams and/or policy owner/ SME, conduct deep-dive thematic reviews in specific areas
  • Conduct reviews on the comprehensiveness, consistency and quality of metadata uploaded into the tool, and whether the scope is adequate to meet the business\xe2\x80\x99/ function\xe2\x80\x99s broader data management obligations
  • Assist in providing feedback to Group Internal Audit, external regulators and monitors as required
  • Enable Compliance Advisory to effectively monitor adequacy of data management oversight in each corresponding Business / Function NFRC (or appropriate risk committee / forum)
  • Partner with the Chief Data Office in providing guidance, where specialist advice is needed, to Compliance Advisory or 1LoD (e.g. new risk proposal from 1LoD, new regulation, new data/ analytics use-case)
  • Act as a consultant to Data SMEs in providing inputs to risk reporting and refresh of policies & standards.
  • Meet audit and regulatory commitments on time (BCBS 239, FED MRA finding, Group Internal Audit actions etc)

  • Plan and develop the book of work for the team aligned to the Data Conduct function\xe2\x80\x99s strategic objectives
  • Execute the strategic objectives in a timely and effective manner.

  • The Data Conduct: Functions team plays a pivotal role in performing the second line responsibilities specifically covering all Functions of the bank.

Processes*
  • There will be no dedicated process created for the purposes of this role as it\xe2\x80\x99s a second line mandate that requires the individual to oversee first line processes

  • Demonstrated experience working in a distributed agile environment

  • Ability to write and author well-articulated reports on the 1st Line\xe2\x80\x99s compliance with the data management standards / policy
  • Good experience / knowledge of the financial industry and banking products
  • Experience working either in the second or third line in an organisation
  • Optimistic attitude, enthusiastic learner with broad shoulders
  • Knowledge of banking products, support functions within banks and the relevant risks will be an added advantage

Risk Management*
  • Understanding of risks and controls in order to apply the Data Management Policy and Standards, and Enterprise Risk Management Framework, with considerations to practical aspects and awareness of external regulations
Governance *
  • Manage processes for oversight and challenge of 1st line data management activities.
  • Review 1st Line risk proposals and recommend decisions to approve or reject as appropriate.
  • Review and challenge risk remediation plans set by the 1st Line to mitigate Risk Appetite breaches or issues.

Regulatory & Business Conduct *
  • Display exemplary conduct and live by the Group\xe2\x80\x99s Values and Code of Conduct.
  • Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.

Our Ideal Candidate
  • University Degree in at Honours Level with 7+ years of experience in Data Governance or risk & controls.
  • Proficiency in both written and verbal communication as this role requires interactions/influencing at a relatively senior level
  • Passionate to understand data and all aspects (Usage/Sources/Risks/Controls etc) related to it.
  • Positive minded go-getter who is self-motivated and can work independently
  • Experience in Operational Risk management
  • Experience in Management information reporting
