KEY ACCOUNTABILITIES:

  • Strategic role to support the objectives and growth aspirations of the Local & Bumiputera vendor development agenda in Sarawak Energy and its group of companies.
  • Reporting directly to SVP Contract and Procurement, this role effectively leads and manages Vendor Development Division, overseeing both the Local Content development and Bumiputera vendor management in SEB group and its companies.
  • Perform an expert role and up-to-date and in-depth knowledge of applicable contract and procurement best practices specifically applicable to Malaysia relevant to power and energy industries.
  • Lead complex decisions involving high risk, ambiguity and significant strategic consequences. This includes decision making for international tenders involving cross borders and transboundary constraints in incorporating local content requirements to meet the State\'s and Sarawak Energy\'s aspiration.
  • Formulate and develop long term framework and strategic plans to further maximize local participation within Sarawak Energy\'s supply and value-chain, including framework to promote value-add through local content and Bumiputera development and participations in order to meet management and State directives.
  • Lead the development of strategic initiatives to support the local supply-chain ecosystem and relationship building with OEMs, local manufacturers, financial institutions, and other stakeholders.
  • Roll-out structured training programs to ensure effective delivery to accelerate the technical skills competency and capacity development.
  • Drive continuous engagements with procuring departments to ensure compliance of Local and Bumiputera policies and requirements and maximize opportunities for such companies in SEB tenders.
  • Drive programs for Vendor business and entrepreneurial development, including access to financing.
  • Review and conduct benchmarking against industry and best practices for continuous improvement.
  • Carry out high level reporting to various authority Management, Bumiputera Participation Board Committee & SEB Board
  • Represent Sarawak Energy in various Local Vendors and Bumiputera Agenda related forums and its related discussions with related regulatory bodies, ministries and business chambers.
  • Responsible for Sarawak State directives regarding wealth creation and economic inclusiveness of Bumiputera through maximizing Bumiputera participation in Sarawak Energy\'s procurement activities.
  • Managing expectations of the State and various stakeholders on Bumiputera agenda.
  • Advisory role to the Bumiputera Participation Board Committee (BPBC) that reports to the SEB Board in its meetings on a permanent basis. (BPBC reporting is permanent agenda in SEB Board)
  • Accountable for the SEB Group Corporate KPI on Vendor Development Agenda.
  • Lead intermediary role with the Unit Pendaftaran Kontraktor dan Juruperunding (UPKJ), the Construction Industry Development Board (CIDB), the Electrical Inspectorate Unit (EIU) and other regulatory and financial institutions, on strategic inputs concerning Local and Bumiputera contractors\' competency and capacity development.
  • Balances the expectations of Bumiputera wealth creation through allocations of SEB projects without jeopardizing Sarawak Energy\'s business interest and objectives.
  • Drive initiatives to increase cost efficiencies through decreasing SEB\' dependencies on foreign input by developing local capabilities.
SPECIAL ASPECTS/MAJOR CHALLENGES OF THE JOB:
  • Work closely with internal and external stakeholders, regulatory bodies and ministries.
  • Must be proactive and capable of working across multiple projects and issues of varying complexity and value within a fast pace as well as the ever-changing environment.
  • To perform all tasks in line with the Information Security Quality Manual (ISQM) and the ISMS roles and responsibilities procedure.
  • To perform all tasks in line with the Information Governance Policy Suite and Guidelines.
QUALIFICATION & WORK EXPERIENCE:
  • Minimum of Bachelor\'s Degree in Engineering, Applied Sciences, Finance, Business Management, Economics or related fields.
  • History of career progression of at least 20 years of experience in any or combination of the followings: strategic procurement and contract best practices, contract management, vendor management and regional and operational experiences.
  • With at least 5 years of leading role in procurement planning and working activities.
  • Experience in contract law and procurement industry best practice
  • Familiar with various procurement tools and technologies
  • Analytical and quantitative background is preferred.
Preference will be given to internal candidate.
