Job Description


We are seeking an experienced HOD HR and Admin who is fluent in Mandarin to join our team. The ideal candidate will have a strong background in recruitment, expatriate management, and HR policy development. This role is crucial for driving the human resources strategy in a startup environment, ensuring the company attracts, retains, and develops top talent while fostering a positive and compliant workplace.Key Responsibilities: * Recruitment & Talent Acquisition:

  • Lead the entire recruitment process, from workforce planning and job design to sourcing, interviewing, and selecting top talent.
  • Develop innovative recruiting strategies to attract highly qualified candidates, ensuring a smooth and efficient hiring process.
  • Expatriate Management & Foreign Worker Quotas:
  • Manage all aspects of expatriate employment, including applying for and managing foreign worker quotas, securing work permits, and ensuring a smooth relocation process for expatriate staff.
  • Liaise with government agencies and authorities to ensure compliance with all legal requirements related to foreign workers.
  • HR Policies & Compliance:
  • Develop and implement HR policies and procedures tailored to the unique needs of a startup, ensuring full compliance with local labor laws and regulations.
  • Regularly review and update policies to reflect changes in legislation and best practices, conducting audits to identify areas for improvement.
  • Performance Management & Employee Relations:
  • Provide expert guidance and support to managers and employees on all HR-related matters, including performance management, disciplinary actions, and conflict resolution.
  • Act as a trusted advisor to management, helping to foster a culture of continuous feedback, growth, and accountability.
  • Training & Development:
  • Collaborate with management to identify training needs and develop programs that enhance employee skills, knowledge, and performance.
  • Promote continuous learning and development across the organization, ensuring that employees have access to the resources they need to succeed.
  • HR Analytics & Reporting:
  • Prepare and present HR-related reports and analytics to provide insights that support strategic decision-making.
  • Utilize data to identify trends and make informed recommendations to improve HR processes and outcomes.

Qualifications:
  • Bachelor\xe2\x80\x99s degree in Human Resources, Business Administration, or a related field.
  • A minimum of 5 years of HR experience, with a focus on recruitment, expatriate management, and policy development.
  • Proven track record in a leadership role, preferably within a startup or fast-paced environment.
  • Strong knowledge of labor laws and regulations, particularly regarding foreign workers.
  • Excellent communication skills in Mandarin, Malay and English, both written and spoken.
  • Ability to build strong relationships and work collaboratively across all levels of the organization.
  • Strong analytical and problem-solving skills, with a data-driven approach to decision-making.
  • High level of integrity, professionalism, and confidentiality.
