Responsible for providing HR Services leadership including end-to-end direct labour (local and foreign migrant workers) hiring solutions, transportation management, hostel management, foreign workers and expatriate\'s management transport for all manufacturing sites in Malaysia
Develops the overall direct labour resourcing strategy for Malaysia sites from both a recruitment and internal staffing perspective and provides leadership to DL talent attraction team supporting different business segments in Malaysia sites.
Collaborate with the Malaysia HRBPs to plan and build a country recruitment strategy in support of business objectives.
Acts as the functional expert and consultant to both HRBP and line management on all direct labour hiring initiatives which impact on Celestica\'s ability to attract and retain high caliber employees.
Acts as a role model in supporting the Global Resourcing Policy and Guiding Principles which help the company achieve its business goals.
Design and implement an onboarding program for new employees, ensuring a seamless integration into the organization.
Manage and oversee transportation management, including coordinating transportation services for employees, ensuring compliance with transportation regulations and safety standards and collaborating with relevant stakeholders on transport optimization for cost and service efficiency.
Manage and oversee hostel management, including implementing policies and procedures for hostel management and ensuring a safe and conducive living environment which is in compliance with the relevant local regulations and RBA.
Manage and oversee foreign migrant workers and expatriate management, including implementing policies and procedures in compliance with immigration laws and regulations; and collaborating with external service providers to ensure smooth onboarding and integration of foreign migrant workers and expatriates.
Responsible for effective vendor management for all HR core services across all manufacturing sites in Malaysia.
Ensures compliance to corp. policies, governmental regulations & laws. Keeps abreast of legislative decisions, changes in employment laws & regulations to limit legal exposure & liability.
Knowledge/Skills/Competencies
In-depth knowledge of labor laws and government regulations.
Excellent communication, interpersonal, analytical, problem solving, facilitation, internal consulting and negotiation skills.

Ability to effectively lead and motivate a diverse team located at different locations in Malaysia on a variety of HR Services
Comprehensive experience in vendor management for HR services covering recruitment agencies, transporters, hostel management service providers etc.
Typical Qualifications & Experience
At least bachelor\'s degree in Human Resources Management, or any related field, with a master degree in any discipline will definitely be advantageous.
8 years and above of working experience for overall Human Resources functions as HR generalist, HR Manager, or Human Resources Business Partner, possess working experience from the manufacturing working environment will be a great advantage.
Occasional travel may be required
