Job Description

Key Responsibilities
Recruitment & Workforce Planning
Lead the end-to-end recruitment process to attract, select, and onboard qualified talent across all levels (skilled factory workers, technical, supervisory, and management).
Forecast workforce needs in coordination with production, operations, and leadership to ensure optimal staffing levels.
Develop employer branding and talent attraction strategies suitable for the manufacturing/fabrication sector.
Performance Management & Talent Development
Design, implement, and maintain performance appraisal systems; set KPIs, conduct evaluations, and provide feedback frameworks.
Plan, organize, and monitor training and development programs (technical, safety, soft skills) to build employee capabilities and career pathways.
Identify high potential employees and oversee succession planning.
Compensation, Benefits & Payroll Oversight
Develop and manage competitive compensation & benefits packages in line with industry standards and internal equity.
Oversee payroll processing, ensure accuracy, timeliness, and compliance with statutory obligations (EPF, SOCSO, income tax, etc.).
Plan and administer incentive or bonus schemes, overtime, allowances, etc., particularly tailored for manufacturing operations (e.g., welding incentives, driver trip allowance).
Employee Relations & Welfare
Maintain healthy relations between management and employees; address grievances, conflicts, and disciplinary matters fairly and promptly.
Promote positive working environments; organize welfare programs, employee engagement and recognition initiatives.
Ensure compliance with labour laws, safety regulations (OSHA/other relevant), ISO certification (if relevant), and internal HR policies.
Policy, Compliance & HR Operations
Develop, update, and enforce HR policies, employee handbook, and SOPs consistent with legal, safety and company standards.
Ensure all HR documentation and processes (contracts, personnel files, leave, attendance) are accurate, up-to-date, and audited regularly.
Lead or support HRIS implementation or improvement (if applicable) for better workflow and data management.
Strategic HR Planning & Leadership
Participate in leadership meetings; provide insights / analytics on manpower KPIs, turnover, training needs, absenteeism, etc.
Drive culture change initiatives, continuous improvement projects to optimize productivity, safety, quality, and employee satisfaction.
Budgeting for HR-related activities including training, welfare, recruitment costs, and compensation adjustments.
Requirements
Education: Bachelor's Degree in Human Resource Management, Business Administration, or a related field.
Experience: Minimum 5 years of full-spectrum HR experience, preferably in a manufacturing or industrial setting.
Skills:

  • Strong knowledge of labour laws and statutory requirements (EPF, SOCSO, etc.).
  • Good understanding of payroll systems, performance management, training & development.
  • Excellent communication (English; Mandarin a plus) and interpersonal skills.
  • Strong analytical skills with ability to interpret HR metrics/data.
  • High integrity, confidentiality, and fairness.
