OBJECTIVES OF THE PROGRAMME

The Department, Human Resources and Talent Management (HRT) is responsible for providing a sound, well managed, responsive and efficient organization-wide Human Resources Management strategy and global HR policy and advisory services which support the work of WHO and its Member States, encompassing, but not limited to: HR Policy Development, Organizational Design and Job Classification, Talent Acquisition and Talent Management (including Workforce Planning, Succession Planning, Global staffing, Career Development and Training, Rotation and Mobility), application of the UN Common System\'s Compensation and Benefits, HR Legal Advisory Services, Administration of Justice, Global staff/management relations, and representation of WHO in inter-agency UN Common System HR initiatives.

DESCRIPTION OF DUTIES

Under the overall supervision of the Manager, Special HR Initiatives, the incumbent will work in close collaboration with the HR Officer (Global Business Process) to provide operational and HR support to WHO\'s recruitment and onboarding system (Stellis) to ensure optimal system performance and timely resolution of system issues. The incumbent will also be required to work with HR teams in all major offices, WHO emergency teams/departments and external WHO partners to ensure WHO systems support organizational recruitment and contract administration needs. Close collaboration with the Department of Information and Management Technology (IMT) on projects and technical issues as well as liaison with supporting external technical consultants is required for Stellis, GSM, ECM, and other connected/integrated systems and tools. Under the overall supervision of the Manager, Special HR Initiatives and in daily close collaboration with the HR Officer, the incumbent:
  • Supports in troubleshooting and resolving business related incidents, problem tickets and queries related to Stellis end-to-end recruitment and onboarding processes, eTesting and other related HR systems in consultation with HR Officer and IMT support teams: Coordinates with level-1 Stellis support team based at Global Service Desk (GSD), Kuala Lumpur to ensure problem tickets are responded to timely.
  • Troubleshoots issues providing resolutions, or channeling queries to HR teams in major offices.
  • Escalates issues to HR Officer and technical support teams for further resolution.
  • Ensures business processes are respected and best practices are followed while supporting users in the provision of resolutions.
  • Supports in the testing of business-related activities for Stellis recruitment and onboarding system and eSkill online assessments as follows:
  • Participates in analysis of the proposed changes/improvements, production support and compliance with business needs;
  • Participates in system-testing to ensure changes/improvements meet the overall user needs within and outside of WHO;
  • Participates in activities leading up to the implementation of the changes/improvements.
  • Assists in developing and maintaining training materials and user documentation within a central repository/platform that will ensure up-to-date learning material is available in a sustainable manner for Stellis and associated HR applications.
  • Supports activities related to the implementation of special HR initiatives, participating in providing subject matter inputs, analysis of business needs and potential solutions and change management activities.
  • Performs other related duties as may be assigned.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in human resources management, business management or other related field.
Desirable: -

Experience

Essential:
  • At least two (2) years of experience in human resources management in an international organization or large organization including experience in HR related IT projects and supporting an ERP system.
Desirable:
  • Experience in implementing HR IT systems, systems-related change management initiatives would be an advantage.
  • Knowledge of WHO\'s ERP system would be an advantage.
  • Prior experience in UN system rules and regulations, procedures and practices would be an advantage.

Skills

  • Good knowledge of Human Resources concepts and proficiency in use of corporate ERP/ Oracle based packages and functionalities.
  • Excellent relationship building and client partnering skills.
  • Ability to work independently with limited supervision.
  • Ability to respond with sound judgement, integrity and tact.
  • Demonstrated effective verbal, written, interpersonal communication skills, and experience working within a team environment across business functions.

REMUNERATION

Remuneration comprises an annual base salary starting at MYR 126,861 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
