Your Role and Responsibilities
IBM is looking for a people manager with an experience in client facing account management, with fluent English language skills, to support its prestigious Client from the Semi-conductor industry, headquartered in the USA as Operations Buyer.

The Procurement Operations Delivery Manager is responsible for the overall operation of the procurement services team in support of clients' indirect procurement processes. You have responsibility for the management of the client's procurement processes and all of the deliverables therein. You have overall responsibility for running the delivery and all operations on behalf of IBM's clients. You are also responsible for the end-to-end people management of the team, from screening of candidates and interviewing, to hiring, performance- and talent management.

Main Responsibility Areas

• All activities relating to the staffing of the procurement team
• Monitor individual and team performance, provide timely feedback.
• Conduct quarterly Checkpoint performance reviews and annual Checkpoint performance assessments
• Preparing and executing team and individual development plans
• Resolving customer satisfaction and performance issues
• Approve staffing plan for all potential new engagements
• Interface with upline and account management to ensure consistency of delivery
• Work with DPE to understand client expectations and requirements
• Communicate requirements to procurement services team
• Participate in periodic customer reviews
• Coordinate operational plan to ensure all engagement SLA's are being met
• Lead the Procurement Sourcing Buyers team in close collaboration with the DPE, delegating and assigning tasks across the team according to geos and language particularities.
• Assign tasks and supervise the work of the Procurement Sourcing Buyers, organizing and conducting the meetings and strategies needed to ensure the compliance of the involved procedures and activities.
• Assist the Procurement Sourcing Buyers team with the development of strong relationships with client's and internal stakeholders, and strategic supply partners; understand their requirements and longer-term strategies; perform supplier evaluation; analyze changing client/market conditions, aimed to improve business results.
• Perform with the Procurement Sourcing Buyers, periodic analysis within managed commodity scope to identify savings, define efficiency opportunities and initiatives that should be undertaken, taking category guidance from the Category Manager.
• Assist with the development of procurement strategies that are inventive, cost-effective and result oriented.
• Interact with parallel organizations in other geos to assure consistent global approach.
• Support periodic key stakeholder meetings with client to review commodity strategy and activities.
• Oversee the systems accurateness that track the status of contracts and savings.
• Be responsible to understand deliverables, savings commitments, milestones, and obligations- includes supporting reporting, analytical readouts that recognize opportunities to improve business outcomes.
• Act in compliance with all relevant IBM business conduct guidelines and client driven procurement processes.
• Accountable for global performance of sourcing in terms of savings, contract management, supplier relationship management, supply base management, payment terms, client satisfaction, and rest of contractual service level metrics, in line with the Business Controls requirements
