JOB PURPOSE Responsible for executing and monitoring full SCM function for specific assigned project, comprising of purchasing of materials and consumables, expediting, source inspection, subcontracting, logistics / transportation and material management in meeting the divisional business goals and in compliance to procurement policies, procedures and guidelines as well align with project and client\xe2\x80\x99s regulation / procedure, schedule and budget. JOB RESPONSIBILITIES \xe2\x80\xa2 Execute and monitor supply chain plans, strategies, roadmap, initiatitves and procurement tools for specific assigned projects to bring down overall costs (materials & services) and enhance product/service reliability and meeting project deliverables requirement through monitoring and checking \xe2\x80\xa2 Execute and monitor the specific assigned project\xe2\x80\x99s budget and utilization to ensure that expenses and back-charging are within approved budget \xe2\x80\xa2 Execute and monitor team\xe2\x80\x99s performance measurement criteria/indicators based on industry best practices and benchmarking to ensure continuous improvement \xe2\x80\xa2 Execute and monitor secondment of SCM team members (i.e. buyers, expeditors, material coordinator, source inspection, logistics coordinator, etc.) for specific assigned project with the objective to maximize resources utilization & cost savings, obtain highest quality & timely delivery, to ensure smooth operations and achieve business goals and to perform project procurement management functions: o Execute and monitor project execution plan for management & client approval in line with the project specifics & Requirements o Supervise the preparation, accuracy and timely submission of weekly project procurement report o Monitor procurement schedule & progress weightage in line with the overall EPC contract schedule o Establish the overall Procurement Project Close-Up Report & Lesson Learnt at the end of the project o Manage problematic vendors and subcontractors \xe2\x80\xa2 Execute and monitor plans & strategies for Material Management and Logistics for specific assigned project that could reduce operating costs and ensure proper alignment and optimization of assets and resources and meet service level agreements \xe2\x80\xa2 Comply with SCM policies, procedures, guidelines and governance that will facilitate consistency in approach and professional conduct of affairs, process integrity, compliance with regulatory. Group and safety guidelines, industry best practices, corporate goals and objectives and improve risk management. \xe2\x80\xa2 Execute and monitor specific PPM tendering process, procedures, guidelines to ensure overall pre and post-award project procurement, subcontracting and material management activities conducted in compliance with MMH & Client\xe2\x80\x99s regulations and requirements \xe2\x80\xa2 Execute and monitor SCM improvement initiatives to achieve divisional excellence and improve Supply Chain processes, current work style, practices, policies, procedures, etc that would result in measurable cost and non-cost benefits and at the same time design and manage comprehensive control and monitoring mechanism to protect the integrity of the supply chain activities. \xe2\x80\xa2 Maintain close relationship with relevant parties) e.g. Client, Project Management Team, Engineering, QHSE, QA/QC and other departments or sections within SCM Division, etc.) and vendors/contractors to facilitate smooth connection within parties to deliver the divisional objectives. \xe2\x80\xa2 Create, promote and maintain a healthy, safe, motivating and conducive work environment that promotes a culture of excellence and a global championship mindset with the objective of improving productivity, maintaining standards of service, promoting industrial harmony as well as instilling discipline and integrity. \xe2\x80\xa2 Provide leadership, direction, guidance and motivation to secondment of team members under specific assigned project. \xe2\x80\xa2 Support HSE initiatives and inculcate HSE among its staff and workers to develop HSE as work culture. \xe2\x80\xa2 Attend project progress meeting weekly with client, monthly meeting with client, internal meeting with PMT, procurement meeting with client, meeting with vendors, SCM HOD meeting and other additional meeting required by client and project team \xe2\x80\xa2 Prepare/supervise project progress weekly report, weekly report to GM. \xe2\x80\xa2 Update weekly level 5 planning schedule for project progress. \xe2\x80\xa2 Follow up on the outstanding documents from engineering, PMT, QA/QC and Commissioning e.g. documents related with sourcing/tender and documents for approval \xe2\x80\xa2 Assist project cost control on the overall cost for material and services \xe2\x80\xa2 To inform project team on potential VO to client or PRW \xe2\x80\xa2 Manage problematic vendors and subcontractor \xe2\x80\xa2 CPC review and approval \xe2\x80\xa2 Manage problem/issues between SCM with other departments e.g. PMT, Engineering, QA, Commissioning REQUIREMENTS \xe2\x80\xa2 Degree in Engineering, Science, Business Administration, Management or other professional related qualification. \xe2\x80\xa2 More than 8 years relevant experience in supply chain management within supply chain management, heavy engineering and oil & gas industries.
