Position : Resource Mobilisation ManagerBackground : MRCS \xe2\x80\x93 locally known as Bulan Sabit Merah Malaysia (BSMM) \xe2\x80\x93 is a voluntary humanitarian organization incorporated under an Act of Parliament and auxiliary to the Malaysian public authorities. Headquartered in Kuala Lumpur, MRCS operates through a vast volunteer base and a network of base units (branches and chapters) covering 13 states and three federal territories of Malaysia. MRCS\xe2\x80\x99s vision is to be the leading and distinctive Malaysian humanitarian organization that brings people and institutions together for the vulnerable while its mission is to prevent and reduce suffering, wherever it may be. IFRC is among the partners supporting MRCS towards attaining that vision. The mandate of MRCS, as auxiliary to the public authorities, is outlined in Directives No. 18, No. 20 and No. 21 of the National Security Council. Directive No. 18 (on crisis and violence management) outlines the role of MRCS as providing emergency medical services, preparing and providing food, and providing first aid services. Directive No. 20 (on national disaster management) stipulates that the National Society will support the Ministry of Women, Family and Community Development in providing food in relief centres, distribute relief items such as clothing and blankets, registration of affected people and providing recovery support to affected people. In disaster situations, MRCS is also to support other mandated agencies in rescue and evacuation efforts as well as support the Ministry of Health in providing first aid, ambulance, medical and health services in relief centres. Lastly, Directive No. 21 (on public order and threat situation management) mandates MRCS to support the Ministry of Women, Family and Community Development in evacuating affected people, mass feeding, and manning relief centres as well as support the Ministry of Health in providing first aid, ambulance, emergency medical and health services. Job Purpose : The Resource Mobilization (RM) Manager is in charge of overseeing and organising all aspects of fundraising, including but not limited to managing all fundraising and proposal processes, RM operational action plan and any communication in lined with MRCS and the movement strategies. The RM Manager must take the initiative to seek out funding sources from a variety of institutional contributors and try to maximise funding opportunities. The RM Manager must have operational management skills as well as the ability to create and oversee strategic consortium partnerships with any possible donor. What skills and characteristics should a universal fundraiser possess?Communication skills : Fundraisers need impeccable communication skills in order to talk about a problem and how the organization is solving it, so that people and companies would want to donate to the cause. Every day fundraisers at meetings, in emails through facts, figures and stories try to immerse potential partners in solving a social issue. It is important that the fundraiser can always clearly explain a complex subject. Here you should also pay attention to the ability of the fundraiser to build and maintain relationships with donors. Preparing and conducting presentations : In working with a business, one of the main tools is the preparation of presentations. The fundraiser should be able to make a presentation, highlighting the problem and solving it \xe2\x80\x93 it should also show how the donor can help, with offers of support or participation in a particular action. Fundraisers often speak to donors in their work, so it is important to understand the difference between a written and oral presentation, and to not be afraid to answer questions. Do not forget to be logical and convincing. Public speaking skills : Public speaking skills involve a lively interactive dialogue with the audience. It is important not only what a person says, but also what reaction his words cause in the audience. The number of supporters and partners the organization will have heavily depends on the ability to tell and explain the main idea. Negotiation : The fundraiser must constantly be at meetings with potential and current donors - this is his or hers bread and butter. Therefore, it is important for a specialist to understand how to negotiate, build the logic of a meeting, and provide arguments and data. The ability to put oneself in the shoes of the other party in order to understand not only what she hopes to achieve, but also why she has these expectations and to what extent she or he is determined to fulfill them; be willing to be flexible when discussing cooperation. Strategic planning : The fundraiser must be able to think and plan keeping future in mind, not only for several months, but also for several years ahead. This will help build systemic fundraising, rather than situational. That way every action leads to the development of the organization and the achievement of the goal, and does not roll it back. Project management : When writing grant applications, when developing joint projects with business, the fundraiser is required to be able to set clear goals and objectives, to write an action plan with deadlines and responsible persons, a budget and a reporting form. The project management skill allows implementing it efficiently, on time, with the prospect of continuing the cooperation. Market research : Attracting new partners involves analyzing the business environment, identifying potential donors, and studying their social policies / CSR. Investment attraction : How to write a proposal? For what projects and for what amounts can you request money? How to achieve a meeting and conduct it successfully? Having this skill will be an advantage for a candidate looking for a fundraiser position. Nowadays, it is important not to ask for money, but to offer cooperation and be able to justify investment in solving social problems. Networking - the person must have good PR skills and network allowing the ability to source for available grants and source of funds. This includes contact of high networth individuals who can be potential donors to MRCS programs. Must be able to maintain relationships on a continuous basis for a sustainable partnership long term. Qualifications of Successful Candidate :
Master\xe2\x80\x99s degree in International Development or International Relations or Strategic Management or Economics or other relevant field.
University Degree in International Development or International Relations or strategic Management or Economics or other relevant field.
Experience of eight year\'s of relevant work experience, with at least three years in a senior role in the International Development and donor liaison sector.
Proven experience in institutional capacity development within humanitarian interventions.
Proven ability to direct and guide humanitarian organizations in the strategic and operational management.
Preferred experience working with the Red Cross / Red Crescent Movement.
Experience of developing successful proposals and/or tender bids to private donors \xe2\x80\x93 trusts and foundations, high net worth individuals and/or corporates.
Cross-cultural experience, working in the Asia Pacific preferably Malaysia.
