Job Summary



The Senior HR Manager is responsible for overseeing the full spectrum of Human Resources and internal operations at Dignity for Children Foundation. This includes HR strategy and policy, staff development, performance management, legal compliance (including refugee engagement protocols), HR administration, and support for office operations and procurement., welfare programs, procurement, and organisational development initiatives.

The role ensures that HR practices align with the organisation's mission and values, while supporting a safe, productive, and inclusive work environment. This person will work closely with the Founder and departmental heads, and will oversee and guide HR-related processes carried out by other team members (e.g., recruitment, volunteer coordination).

1. HR Strategy & Policy Development



Develop, review, and implement HR policies, procedures, and handbooks to ensure compliance with Malaysian employment laws and organisational values. Advise leadership on workforce planning, organisational structure, and manpower strategies. Ensure appropriate protocols for engaging paid volunteers in compliance with legal frameworks.

2. Talent Oversight & Contracting



Supervise and provide guidance to staff members managing recruitment and volunteer engagement processes. Draft, review and manage employment contracts and service agreements for all types of staff (full-time, part-time, contract, volunteers) Ensure consistent onboarding and exit protocols are followed across teams.

3. Compensation, Benefits & Payroll



Manage monthly payroll processes and statutory submissions. Oversee administration of staff claims, group insurance schemes, and staff welfare support. Liaise with vendors for staff lunch program and other staff benefit partnerships.

4. Performance Management & Learning



Design, implement and manage the performance appraisal process across departments. Identify training needs and coordinate staff learning and development initiatives, including leadership development. Support departmental leaders with coaching and performance improvement tools.

5. Employee Relations & Engagement



Lead initiatives for staff engagement, well-being, and conflict resolution. Handle grievance, disciplinary, and staff support cases in line with organisational and legal standards. Monitor and supervise the planning and coordination of staff retreats, all-staff meetings, and festive or community-building events.

6. Operations & Procurement



Oversee office procurement for general supplies, stationeries, hygiene items, and other essential needs. Ensure smooth office administration and upkeep in collaboration with relevant support staff. Monitor health and safety compliance within the workplace.

7. Legal Compliance



Maintain adherence to Malaysian labour regulations and any organisational protocols relating to refugee engagement. Liaise with external legal counsel for employment-related legal matters. Ensure accurate documentation and records for audits, HR files, and operational compliance.

Key Requirements:



Bachelor's degree in Human Resource Management, Business Administration, Finance, or a related field. Minimum of 6-8 years of relevant experience, with at least 2 years in HR leadership or strategic roles. Familiarity with Malaysian Employment Act and contracting frameworks for diverse worker categories. Strong leadership, interpersonal, and communication skills. High level of cultural sensitivity, empathy, and discretion. Ability to work independently and in close partnership with leadership.

Work Conditions:



Based in Sentul, Kuala Lumpur. Occasional evening or weekend work may be required for staff programs and events. Reports directly to the CEO.

Pay: RM5,000.00 - RM6,000.00 per month
