BASF (Malaysia) Sdn Bhd was incorporated in 1989, and operates main office in Bandar Utama and a manufacturing plant in Pasir Gudang in Johor, as well as an operational site in Kulim, Kedah. BASF Asia-Pacific Service Centre Sdn Bhd began its operation in 2005. Located in Kuala Lumpur, the Shared Services Center provides functional services in the areas of finance, controlling, information services, human resources, environment, health & safety, procurement and import-export order management to BASF Group companies in 19 markets across Asia Pacific. BASF Services (Malaysia) Sdn Bhd, established in 1997, provides infrastructure and utilities support services to BASF sites in Malaysia. BASF holds 60% of its joint venture BASF PETRONAS Chemicals Sdn Bhd, which operates a state-of-the-art Verbund production site in the Gebeng Industrial Zone, Pahang, and 50% of Toray BASF PBT Resin Sdn Bhd. Objectives:

  • Interfaces collaboratively with key stakeholders not limited to site and plant managers, lab and office managers, country management, EDG, RSOC to drive a high performing EHS culture and behavior, foster best practices and risk management, promote continuous improvement to achieve in excellent EHS performance
  • Implements and maintains BASF EHS directives and associated Responsible Care, systems and international standards, covering the entire scope of ED Asia Pacific
  • Provide guidance and support to the EHS personnel at the plant and lab
Main Tasks:
  • Implement EHS requirements, measures, and guidelines at ED plants / sites / Production support lab
  • In collaboration with key stakeholders, drives high performing safety programs and campaigns within the region to continually enhance employee safety behaviors and reporting, eliminating, preventing and controlling of hazards and unsafe conditions. Drives risk and incident prevention strategies and evaluates, educates and responds to predictive safety behaviors, including the monitoring of compliance activities and the tracking or reporting of EHS performance metrics and trends within ED operation Asia Pacific.
  • Acts as the region's advocate for continuous improvement of EHS performance across all ED operations and locations, in concert with all levels of BASF globally and regionally to foster and promote a high performing safe, productive, sustainable and environmentally sound work culture.
  • In alignment with EHS policy, strategy and targets, develop and implement a shared plan and concept within the region for EHS excellence that reflects them, maintaining the balance between regulatory obligation, business objectives and operational requirements.
  • Ensures compliance, conformance and audit preparedness with all operations and locations, provide pre-audit capability to assist in the self-identification of EHS gaps and respectively perform the role of a coach to foster continuous improvement of Responsible Care Management System, procedures, instructions and processes and best practices.
  • Provides oversight in the performance of EHS assessments such as job safety analysis, PPE assessments, process safety reviews and HAZOPS, compliance assessments. Monitor resolution of findings as appropriate. Ensure appropriate assessments are conducted as a part of onboarding of both contract and toll manufacturing contracts.
  • Coordinates and maintains a EHS council to promote and foster an open dialogue in exchanging best practices, risk mitigation solutions, lessons learned, compliance and conformance topics
  • Leads and / or coordinates specific EHS projects or initiatives that may transpire out of corporate strategies, CP targets and metrics, focused topics, common risk areas
  • Establishes EHS learning plan to supplement, enforce and support initiatives and continuous operational improvements in the sites, plants, and offices
  • Process Safety related tasks:
  • Lead and support the Process Safety Group in each site/plant.
  • Provide support for High/Medium/Low Risk PID Review including High Level MOC as per site/plant demand.
  • Represent ED Asia operation between operational Process Safety topics with EDG-Technology Group.
  • Ensure that Process Safety Management are communicated and implemented. Monitoring and updating its all HAZOP, Diagram Review, Revalidation, Clean Sheet Review on time comply BASF Standard.
  • Ensure the Safety Instrumented Function and Safety Integrated Level Concept for implementation in Process Chemical Plant.
  • Support for any technical changed based on plant/site need regarding technology, new product/chemical, engineering, or organizational topics.
  • Support/Responsible for any external operation team regarding EHS/Process Safety topic under A-EDA responsibility e.g. shore tank Safety Assessment and ED Safety Concept implementation etc.
  • Support for Engineering tasks related Process Safety and EHS Management task.
Requirements:
  • Education: Bachelor's degree in a technical discipline eg. Science, Engineering, additional EHS-related qualifications are preferred
  • Working Experience:
10 years of work experience in the chemical and/or manufacturing industry, with a strong familiarity and demonstrated know-how in EHS * Technical & Professional Knowledge: Sound knowledge of EHS management systems not limited to Responsible Care or ISO; preferrably with audit qualification and/or experience; knowledge in GHS, product stewardship, hazardous materials and dangrous goods requirements; knowledge in risk managament and loss prevention, emergency response and crisis process; an ability to lead teams; project management; good communication skills; "train the trainer" capability
  • Language proficiency: English is mandatory, other languages are desirable
  • Working location can be based in Shanghai (PD site) or located in other Asia countries where A-EDA has production footprints - Malaysia, India & Indonesia)
