ROLE PURPOSE:

The role has been established to provide Human Capital Generalist support in Sarawak for Mubadala Energy (ME) Malaysia BU Human Capital (HC) Operations, with primary focus on Capability Building, Learning & Development.

The incumbent will be based in Bintulu, Sarawak and travel offshore on regular basis. He or she will work with the Malaysia BU HC team to provide operational and administrative support on all HC related policies, processes, procedures and activities relating to the Employee Lifecycle. The incumbent will also work closely with the HC team to coordinate and report on operational and project specific activities.

The incumbent is expected to have a sound level of HR generalist knowledge, with the ability to prioritise multiple task and deadlines. A sound understanding of key business drivers, current business priorities, critical issues and the temperament to balance and flex when dealing with often competing operational demands is essential.

KEY ACCOUNTABILITIES:

Human Capital Strategies

  • The incumbent will provide support and assistance in communicating, socializing and implementing HC solutions in accordance with ME HC strategies and policies.
  • Assist in the provision of HC support and operations across the BU to ensure effective and timely delivery of HC policies, services and solutions to the business.
Human Capital Policies and Procedures
  • Support the regular and systematic reviews of HC policies and procedures to ensure they are current and continue to be relevant and effective.
  • Apply and where necessary recommend design and implementation changes to HC policies and procedures in order to reflect local application and requirement.
Performance Management
  • Support in educating Functional Line Managers and employees in using ME Performance Management System (PMS).
  • Engage with employees towards ensuring all employees have completed the full Performance Management cycle with a recorded performance plan, established tasks / deliverables, and Individual Development Plan.
  • Assist employees to understand MEs performance management standards and practices as and when required.
Compensation and Benefits
  • Assist in managing various employees compensation efforts and initiatives as determined by ME HC.
  • Provide effective support in ensuring an appropriate execution and administration of employee benefits plans, not limited to offshore benefits revision/ updates, medical insurance administration, timesheet improvement initiatives, leave applications, exit clearance processes any and HC relevant administration.
  • Provide support in communicating information to employees about compensation and benefit programs, procedures, changes and resolve related problems and mediate/assist between benefit providers and employees.
  • Gather and share information from employees and/or line managers and work with Senior Specialist, C&B to apply the relevant policy and provide support.
Learning and Development
  • Assist the Specialist, Capability and L&D in developing competencies assurance mapping and analysis, annual training needs analysis (TNA) to ensure that learning and developmental requirements of the management and employees within the organisation are identified, planned and achieved year-on-year.
  • Implement L&D practices to integrate technical, professional and personal development solutions with broader company business policies and practices.
  • Evaluate, analyse trainings and revise the programme as necessary to improve training efficiency and ensure trainings run smoothly.
  • Assist in coordinating training registration and monitor learning and development in accordance with management and employees IDPs, business plans and budget.
Talent Management and Succession Planning
  • Support talent management processes in the organization starting from talent acquisition, development, and retention of talented employees.
  • Support the succession planning process, strategic planning for building a talent pipeline.
Recruitment
  • Assist Recruitment Specialist to implement the recruitment practice as established by ME HC.
  • Assist towards ensuring s are maintained and updated in accordance with ME corporate standards.
Employee Relations
  • Provides information to managers and employees on employee relations matters for Sarawak operations.
  • Play a role in encouraging employees and managers to contribute to the identification of opportunities for continuous improvement of HC and general business systems, processes and practices, taking into account the international practice with cost reduction and productivity improvement.
  • Provides support in managing and obtaining the required work permits for Sarawak operations.
  • Provides support in Corporate Social Responsibilities (CSR) activities including engagement with local communities as and when required.
Audit and Reporting
  • Maintain and keep track of L&D report for internal and external uses, including Training Related Report, Competencies Assurance Report, Talent Review Action Report and Succession Report.
  • Preparation of all reporting as required by Corporate HC and PETRONAS.
  • Work closely with an appointed immigration agent in liaising with governmental departments for various mandatory reporting, work permit application and immigration
  • Appointed as a focal person to communicate with the employee on the Sarawak Work Permit application updates/ changes of the regulations or requirements.
  • Provides operational HC support in the areas of Audit Management.
KNOWLEDGE, SKILLS & EXPERIENCE:

Knowledge:
  • A bachelors degree or equivalent in Human Resources
  • Knowledge of Human Resources standards and practices.
  • Knowledge of the Oil and Gas environment will be an added advantage.
Experience:
  • Minimum of 8 years relevant experience in the roles of Human Resources practitioner
  • Experience in upstream oil and gas operations is essential.
  • Demonstrated ability to manage the Human Resources standards and practices as a Generalist with experience in Capability Building, Learning & Development.
Skills:
  • Good interpersonal, verbal, and written communication skills.
  • Planning and organising.
