The Assistant Human Resource Manager is primarily responsible for the following:
Employee Database
Set up, review and update the Employee Database
Ensure the data integrity and privacy of the Employee Database and all employee records and information
Ensure the safe custody, accuracy and timeliness of the Employee Database and all employee records and information
Ensure the Employee Database is properly backed up and one copy kept offsite.
Ensure compliance with privacy laws and regulations
Company Payroll
Prepare and review the Monthly Payroll
Ensure that the Payroll is in agreement with the salaries that had been properly approved by the relevant management authority
Ensure that all Payroll computations pertaining to Overtime, Allowance, Commissions and Statutory Deductions & Contributions are accurate and paid on a timely basis
Ensure timely updates and secrecy of the Company Payroll
Job Positions
Ensure that all Job Positions are clearly defined with and Key Performance Indicators that had been agreed with the relevant managers
Ensure that each function or department has an up to date Organization Chart
Recruitment
Ensure that all recruitments are properly approved by the relevant management authority prior to any job advertisement or candidate interview
Ensure that the placement of any job advertisement is done through only approved channels, media or recruitment agencies.
Ensure that a candidate interview and assessment form is completed for each candidate and the hired candidate is approved by the relevant management authority (grandfather principle)
Ensured that the Employment Contract for the new hire is in compliance with the Company Policy and approved by the relevant management authority
Ensure that an Employee Performance Review is conducted by the relevant manager after the Probation Period and approved by the relevant management authority
Ensure that an Employee Performance Review is conducted by the relevant manager at the end of the employment period (if any) and any contract extension or renewal must be approved by the relevant management authority (grandfather principle)
Compensation & Benefits
Review, advise and implement the Company's Compensation & Benefits (C&B) Policy
Set up, review and update the Employee Grading system
Ensure that all new hires comply with the Company's C&B Policy
Ensure that all new employee remuneration terms are approved by the relevant management authority (grandfather principle)
Obtain annual salary surveys and other compensation benchmarks for salary review
Prepare, review and approve the annual salary increase schedule for all employees
Ensure that all salary increases and job promotions are properly approved by the relevant management authority (grandfather principle)
Employee Training & Education
Assist management with providing adequate Job Training and Employee Education
Company Culture, Team Spirit & Employee Wellbeing
Assist management with providing a healthy environment for teamwork, team spirit and positive company culture
Organize activities and events to promote teamwork and team spirit
Assist with looking after the employees' wellbeing
Employee Handbook
Set up, review and update the Company's Employee Handbook
Labour Law & Regulations
Ensure compliance with all relevant Labour laws and regulations
Prepare, review and submit all the required Labour and government mandated forms and information
Others
Assist the senior management of the Company with other tasks pertaining to human resources and company policies
Perform all other related duties as assigned by the management from time to time.
